    Evaluating the quality of library portals

    To investigate ways of demonstrating how portal implementations positively alter user information retrieval behaviour. Design/methodology/approach - An opinion piece reflecting on existing evidence about the nature of portal implementations, which extrapolates trends in user behaviour on the basis of these reflections. Findings - Although portal technologies probably do offer a way for libraries to create information tools that can compete with "one-stop shop" Internet search engines, there are likely difficulties in their pattern of usage which will have to be detected by effective quality measurement techniques. Research limitations/implications - An expression of opinion about the possible pitfalls of using portals to optimise users' information retrieval activity. Practical implications - This opinion piece gives some clear and practical guidelines for the evaluation of the success of library portal implementations. Originality/value - This editorial points out that, because the portal can be defined as a deliberate clone of a typical successful Internet search engine and may be presented to the naïve user in the same terms, the danger is that library portals might also clone the same information habits as Internet search engines, because of their ease of use. In trying to produce a tool that can meet Google on its own terms but with better content, we might reproduce some of the same educational disbenefits as Google: quality information retrieval is not purely a function of content, it is also a function of the user's perceptions and information habits

    Mobile Internet applications on ubiquitous mobile networks allows real-time, anywhere, anytime connectivity to services. Due to its scalability and potential cost savings, mobile communication is being increasingly applied in the business and consumer communities to create innovative data and voice application, which run over the Internet infrastructure. This paper reports on a case study at an organisation that created an innovative approach to developing mobile applications developed by third party independent developers. A conceptual wireless reference model is presented that was used to define the various system components required to create effective mobile applications

    Intrastate Crowdfunding in Alaska: Is There Security in Following the Crowd?

    This Note analyzes the potential of crowdfunding for the State of Alaska. Crowdfunding can open up new sources of revenue for small businesses while simultaneously providing an avenue for Alaskans to invest in their own communities. The potential, however, must be weighed against the risk of fraud, poorly run businesses, and the lack of protection for investors. It is the responsibility of the Alaska legislature, the State’s securities administrators, and the Securities and Exchange Commission to ensure that investors are adequately protected. This Note discusses Alaska’s crowdfunding legislation, the Alaska Intrastate Crowdfunding Exemption, and recommends changes to the legislation that account for the risks involved in crowdfunding while still capturing its potential

    An infrastructure for building semantic web portals

    In this paper, we present our KMi semantic web portal infrastructure, which supports two important tasks of semantic web portals, namely metadata extraction and data querying. Central to our infrastructure are three components: i) an automated metadata extraction tool, ASDI, which supports the extraction of high quality metadata from heterogeneous sources, ii) an ontology-driven question answering tool, AquaLog, which makes use of the domain specific ontology and the semantic metadata extracted by ASDI to answers questions in natural language format, and iii) a semantic search engine, which enhances traditional text-based searching by making use of the underlying ontologies and the extracted metadata. A semantic web portal application has been built, which illustrates the usage of this infrastructure

    eEnabled internet distribution for small and medium sized hotels: the case of hospitality SMEs in Athens

    Advances in information and communications technologies (ICTs) have strategic implications for a wide range of industries. Tourism and hospitality have dramatically changed by the ICTs and the Internet and gradually emerge as the leading industry on online expenditure. The Internet revolutionised traditional distribution models, enabled new entries propelled both disintermediation and reintermediation and altered the sources of competitive advantage. This paper explores the strategic implications of ICTs and the perceived advantages and disadvantages of Internet distribution for small and medium-sized hospitality enterprises (SMEs). Primary research in Athens hotels demonstrates the effects of the Internet and ICTs for secondary markets, where there is lower penetration and ICT adoption. Interviews and questionnaires identified a number of strategies in order to optimise distribution. The analysis illustrates the strategic role of ICTs and the Internet for hospitality organisations and Small and Medium-sized organisations in general. Most hotels employ a distribution mix that determines the level and employment of the Internet. The paper demonstrates that only organisations that use ICTs strategically will be able to develop their electronic distribution and achieve competitive advantages in the future

    Online service delivery models : an international comparison in the public sector

    Governments around the world are facing the challenge of responding to increased expectations by their customers with regard to public service delivery. Citizens, for example, expect governments to provide better and more efficient electronic services on the Web in an integrated way. Online portals have become the approach of choice in online service delivery to meet these requirements and become more customer-focussed. This study describes and analyses existing variants of online service delivery models based upon an empirical study and provides valuable insights for researchers and practitioners in government. For this study, we have conducted interviews with senior management representatives from five international governments. Based on our findings, we distinguish three different classes of service delivery models. We describe and characterise each of these models in detail and provide an in-depth discussion of the strengths and weaknesses of these approaches
