New Forms of Employment

Societal and economic developments, such as the need for increased flexibility by both employers and workers, have resulted in the emergence of new forms of employment across Europe. These have transformed the traditional one-to-one relationship between employer and employee. They are also characterised by unconventional work patterns and places of work, or by the irregular provision of work. However, little is known about these ‘new forms of employment’, their distinctive features and the implications they have for working conditions and the labour market. To fill this knowledge gap, Eurofound conducted a Europe-wide mapping exercise to identify the emerging trends. This resulted in the categorisation of nine broad types of new employment forms. On the basis of this, the available literature and data were analysed; 66 case studies were also conducted and analysed to illustrate how these new employment forms operate in Member States and their effects on working conditions and the labour market

Social housing strategies, financing mechanisms and outcomes

This review provides a brief update of developments in social housing policies and national strategies in a cross‐section of developed countries since 2007. The countries included in the review are: Austria, Denmark, England, France, Germany, Netherlands, Scotland, Sweden (described collectively as European countries) and the United States of America. The time‐frame for this exercise is largely influenced by timing of the global economic downturn and credit crisis which has, in many countries, prompted fundamental policy shifts. With this in mind, the next part of this introductory chapter highlights some of the key features of the post‐2007 economic context for housing policy. In selecting countries for inclusion in the review we have aimed to encompass a diversity of national social housing systems in countries with broadly similar economic and social profiles to Australia. Jurisdictions included are those where one or more of the contributing authors have direct knowledge of the social housing system and have recently conducted research on aspects of housing policy. The review has been commissioned by Housing NSW to provide background information for the ongoing development of The Housing Strategy for New South Wales. It builds on and extends research funded by the City Futures Research Centre (UNSW), the Australian Housing and Urban Research Institute (AHURI) and OTB TU Delft which is published in the following conference papers and reports: Lawson, Gilmour and Milligan (2010); Lawson (2009); Lawson and Milligan (2007); Milligan and Lawson (2008); Lawson and Nieboer (2009); Lawson, Berry, Yates and Milligan (2009); Milligan, Gurran, Lawson, Phibbs and Phillips (2009); and Hulse, Milligan and Easthope (2011). Effectiveness of lending for vocational education and training: lessons from World Bank experience

This paper reviews the Bank involvement in the vocational education and training (VET) sub-sector in the 1990s. The paper aims to do just that, by mainly seeking answers to the following questions: 1) How has the Bank performed in its lending services to its clients in VET? 2) How have VET projects performed in terms of meeting stated objectives? 3) What factors led to the success, or failure of Bank operations? Based on what has been learned, the paper provides suggestions about how the performance of future VET interventions can be improved. ERAWATCH country reports 2011: Austria

The main objective of the ERAWATCH Annual Country Reports is to characterise and assess the performance of national research systems and related policies in a structured manner that is comparable across countries. EW Country Reports 2011 identify the structural challenges faced by national innovation systems. They further analyse and assess the ability of the policy mix in place to consistently and efficiently tackle these challenges. The annex of the reports gives an overview of the latest national policy efforts towards the enhancement of European Research Area and further assess their efficiency to achieve the targets. These reports were originally produced in November - December 2011, focusing on policy developments over the previous twelve months. The reports were produced by the ERAWATCH Network under contract to JRC-IPTS. Solutions for Impact Investors: From Strategy to Implementation

In writing this monograph, our main goal is to provide impact investors with tools to tighten the link between their investment decisions and impact creation. Our intent is threefold: to attract more capital to impact investing; to assist impact investors as they move from organizational change to executing and refining their impact investment decision-making process; and to narrow the gap within foundations between program professionals and investment professionals thereby contributing to a mutual understanding and implementation of a portfolio approach to impact investing.Additionally, we intend to help break down the barriers making it difficult to identify opportunities in impact investing. To this end, we provide examples throughout the monograph and at www.rockpa.org/impactinvesting of impact investment opportunities in most major asset classes.While we understand the important role that impact investors can play in providing financial capital, we also want to acknowledge the wide range of non-financial resources needed to address the world's problems. Foreign Banks in Transition Economies: Small Business Lending and Internal Capital Markets

On the basis of focused interviews with managers of foreign parent banks and their affiliates in Central Europe and the Baltics, we analyse foreign banks’ small business lending and internal capital markets. This allows us to complement the standard empirical literature, which has difficulty in measuring important variables such as lending technologies and capital allocation systems. We find that the acquisition of local banks by foreign banks has not led to a persistent bias in these banks’ credit supply towards large multinational corporations. Instead, increased competition and the improvement of subsidiaries’ lending technologies have led foreign banks to gradually expand into the SME and retail markets. Second, we show that local bank affiliates are strongly influenced by the capital allocation and credit steering mechanisms of the parent bank.
