    Expert Elicitation for Reliable System Design

    This paper reviews the role of expert judgement to support reliability assessments within the systems engineering design process. Generic design processes are described to give the context and a discussion is given about the nature of the reliability assessments required in the different systems engineering phases. It is argued that, as far as meeting reliability requirements is concerned, the whole design process is more akin to a statistical control process than to a straightforward statistical problem of assessing an unknown distribution. This leads to features of the expert judgement problem in the design context which are substantially different from those seen, for example, in risk assessment. In particular, the role of experts in problem structuring and in developing failure mitigation options is much more prominent, and there is a need to take into account the reliability potential for future mitigation measures downstream in the system life cycle. An overview is given of the stakeholders typically involved in large scale systems engineering design projects, and this is used to argue the need for methods that expose potential judgemental biases in order to generate analyses that can be said to provide rational consensus about uncertainties.     Assessing the Impact of Game Day Schedule and Opponents on Travel Patterns and Route Choice using Big Data Analytics

    The transportation system is crucial for transferring people and goods from point A to point B. However, its reliability can be decreased by unanticipated congestion resulting from planned special events. For example, sporting events collect large crowds of people at specific venues on game days and disrupt normal traffic patterns. The goal of this study was to understand issues related to road traffic management during major sporting events by using widely available INRIX data to compare travel patterns and behaviors on game days against those on normal days. A comprehensive analysis was conducted on the impact of all Nebraska Cornhuskers football games over five years on traffic congestion on five major routes in Nebraska. We attempted to identify hotspots, the unusually high-risk zones in a spatiotemporal space containing traffic congestion that occur on almost all game days. For hotspot detection, we utilized a method called Multi-EigenSpot, which is able to detect multiple hotspots in a spatiotemporal space. With this algorithm, we were able to detect traffic hotspot clusters on the five chosen routes in Nebraska. After detecting the hotspots, we identified the factors affecting the sizes of hotspots and other parameters. The start time of the game and the Cornhuskers’ opponent for a given game are two important factors affecting the number of people coming to Lincoln, Nebraska, on game days. Finally, the Dynamic Bayesian Networks (DBN) approach was applied to forecast the start times and locations of hotspot clusters in 2018 with a weighted mean absolute percentage error (WMAPE) of 13.8%

    Exploring passenger assessments of bus service quality using Bayesian networks

    Studies on public transit have emphasized the role of passenger satisfaction with service quality in travel choice decisions and indicated that satisfaction depends on various service attributes. Few studies have, however, systematically examined the underlying relationships among service attributes to assess their influence on passenger overall satisfaction. Therefore, to contribute to this rapidly-emerging literature, this paper applies Bayesian networks to quantify the influence of each service aspect on passenger overall satisfaction with regular bus service quality. This analysis involved 609 passengers who participated in a 2013 regular bus service survey in Nanjing, China. The derived Bayesian network shows the relationships among service attributes and passenger overall satisfaction graphically. In particular, service aspects such as running on schedule, acceptable waiting time, available seats, clean onboard environment, pleasant environment at stations, convenient design for transfers, and air-conditioning were the key determinants of overall satisfaction with bus service
