    Growth, Integration and Spillovers in the Central and East European Software Industry

    This paper explores growth and competitive advantage in CEE software firms; it looks at the role of strategic partnerships and industry (spillover) effects. The empirical analysis is based on survey data from 224 software firms from six CEE countries (Bulgaria, Czech R, Estonia, Serbia, Slovenia, Romania). The results of the descriptive analysis are interpreted from the perspective of the role of capabilities in industrial development. The analysis shows that the patterns of growth are a mix of sector, region and sub--region specific determinants and show important national differences. This suggests that the CEE software industry cannot be considered as a homogenous phenomenon. There is no general tendency towards an expansion in exports; based on our sample only Romania is developing an export oriented software industry. Research shows that the CEE software industry is populated by young, dedicated, domestic firms, which are independent, and privately owned and which are mainly oriented towards localisation of software. They are strongly dependent for trade and production on alliances and strategic partnerships with foreign partners and a small share of technology based partnerships. There is an extensive process of industry upgrading underway, involving country and sub-region specific changes. The spillover effects are significant, through links with clients and intensive intra-industry knowledge transfer through high employment turnover and potentially high knowledge transfer from foreign to local projects. Differences between central and eastern Europe are strong in terms of degree of diversification of software supply, industrial upgrading and quality of demand. The pattern of software development in CEE differs from that in other emerging markets in the sense that it is domestic market oriented, but with an emerging export market for services. Its further growth and upgrading will be strongly dependent on the acquisition of organisational capabilities by local firms

    Introducing and Using Electronic Voting Systems in a Large Scale Project With Undergraduate Students : Reflecting on the Challenges and Successes

    Electronic Voting Systems (EVS) have become a popular medium for encouraging student engagement in class-based activities and for managing swift feedback in formative and summative assessments. Since their early days of popularity and introduction some five or more years ago, the author’s UK based University has been successful in refining strategies for their use across individual academic Schools and Departments, as previously reported at ECEL (e.g. Lorimer and Hilliard, 2008). The focus of this paper is a reflection on the introduction of EVS with 300 first year undergraduate students in the School of Computer Science, within the context of a wider ‘change’ project in teaching and learning affecting the whole institution. The author examines what lessons can be learnt following this rapid scaling up of EVS activity both at a local level and more widely across an HE institution and in reflecting on the successes and challenges of this experience provides key indicators for success and useful support for others considering using EVS. The paper first considers the landscape of EVS use within the UK and then the specific introduction of EVS at her own institution, before exploring the issues in her own academic School around the latest phase of their introduction as part of an institution–wide project to review measures to support assessment and feedback.Non peer reviewe

    Internationalisation of Innovation: Why Chip Design Moving to Asia

Among Keith Pavitt's many contributions to the study of innovation is the proposition that physical proximity is advantageous for innovative activities that involve highly complex technological knowledge But chip design, a process that creates the greatest value in the electronics industry and that requires highly complex knowledge, is experiencing a massive dispersion to leading Asian electronics exporting countries. To explain why chip design is moving to Asia, the paper draws on interviews with 60 companies and 15 research institutions that are doing leading-edge chip design in Asia. I demonstrate that "pull" and "policy" factors explain what attracts design to particular locations. But to get to the root causes that shift the balance in favor of geographical decentralization, I examine "push" factors, i.e. changes in design methodology ("system-on-chip design") and organization ("vertical specialization" within global design networks). The resultant increase in knowledge mobility explains why chip design - that, in Pavitt's framework is not supposed to move - is moving from the traditional centers to a few new specialized design clusters in Asia.     A review of modular strategies and architecture within manufacturing operations

    This paper reviews existing modularity and modularization literature within manufacturing operations. Its purpose is to examine the tools, techniques, and concepts relating to modular production, to draw together key issues currently dominating the literature, to assess managerial implications associated with the emerging modular paradigm, and to present an agenda for future research directions. The review is based on journal papers included in the ABI/Inform electronic database and other noteworthy research published as part of significant research programmes. The research methodology concerns reviewing existing literature to identify key modular concepts, to determine modular developments, and to present a review of significant contributions to the field. The findings indicate that the modular paradigm is being adopted in a number of manufacturing organizations. As a result a range of conceptual tools, techniques, and frameworks has emerged and the field of modular enquiry is in the process of codifying the modular lexicon and developing appropriate modular strategies commensurate with the needs of manufacturers. Modular strategies and modular architecture were identified as two key issues currently dominating the modular landscape. Based on this review, the present authors suggest that future research areas need to focus on the development and subsequent standardization of interface protocols, cross-brand module use, supply chain power, transparency, and trust. This is the first review of the modular landscape and as such provides insights into, first, the development of modularization and, second, issues relating to designing modular products and modular supply chains

    Decision support system for choosing a model for a software development life cycle

    The aim of this paper is to present selected models of a Software Development Life Cycle as a set of possible alternatives. The article also includes the characteristics of IT projects which are used as the basis for selection criteria, according to which an appropriate model should be chosen. These characteristics are divided into two groups; one of them deals with the product, the other one deals with the project. Based on both a literature study and statistical surveys, a list of criteria is derived, to be later applied in the process of developing a knowledge-based system. The rules and search algorithms for selecting the best models are described by a flowchart.     Late Innovation Strategies in Asian Electronics Industries: A Conceptual Framework and Illustrative Evidence

    This paper was published in Oxford Development Studies special issue in honor of the late Professor Linsu Kim. The paper reviews evidence on the evolution of electronics design in Asia's leading electronics exporting countries, to establish what capabilities have been developed, and to shed light on the forces that are driving "late innovation" strategies. It also reviews intellectual sources that can be used to theoretically ground these hypotheses. Using a well-known taxonomy of innovation that distinguishes incremental, modular, architectural and radical innovations, and the concept of "disruptive technologies", I argue that Asian firms may have realistic chances to engage in incremental innovations as well as in architectural innovations. However, to sustain "late innovation" strategies over a longer period, "complex system integration" capabilities are necessary to provide the missing link.
