    Mapping the wavefunction of transition metal acceptor states in the GaAs surface

    We utilize a single atom substitution technique with spectroscopic imaging in a scanning tunneling microscope (STM) to visualize the anisotropic spatial structure of magnetic and non-magnetic transition metal acceptor states in the GaAs (110) surface. The character of the defect states play a critical role in the properties of the semiconductor, the localization of the states influencing such things as the onset of the metal-insulator transition, and in dilute magnetic semiconductors the mechanism and strength of magnetic interactions that lead to the emergence of ferromagnetism. We study these states in the GaAs surface finding remarkable similarities between the shape of the acceptor state wavefunction for Mn, Fe, Co and Zn dopants, which is determined by the GaAs host and is generally reproduced by tight binding calculations of Mn in bulk GaAs [Tang, J.M. & Flatte, M.E., Phys. Rev. Lett. 92, 047201 (2004)]. The similarities originate from the antibonding nature of the acceptor states that arise from the hybridization of the impurity d-levels with the host. A second deeper in-gap state is also observed for Fe and Co that can be explained by the symmetry breaking of the surface.Comment: 19 pages, 6 figure

    Learned society attitudes towards open access

    Learned societies are “a critical part of the research environment ”, and many rely largely on subscription income from their journals publishing programme to support the other services they offer to their members in the promotion of their academic dis c ipline. As a result, they are facing enormous challenges as the journals publishing landscape becomes more complex and established revenues are threatened. Following the publication of the UK Finch Group’s report on expanding access to research publications, there is genuine concern that learned societies could potentially stand to lose out significantly if Open Access is widely adopted. They are understandably worried about the future sustainability of their organizations and the knock - on effect on the subject research communit ies they support and serve. Questions are being asked about how societies, especially those that are small with limited resources, can remain viable in an Open Access world? How should publishing partners be help ing to support societies with their journal publishing programme s to allow them to continue their mission on behalf of their members? With these issues in mind TBI Communications, on behalf of EDP Sciences, undertook a programme of research to help understand more fully the attitudes of professional and learned societies towards Open Access (OA), their evolving needs ; and how a publishing partner can effectively support them in an OA environment. There were two steps to the research, 1) an online survey to professional and learned societies and to supplement these findings, 2) a focus group to a wider range of representatives from the academic publishing industry. The survey was answered by 33 learned societies and the results were further supplemented by a focus group held at the annual UKSG meeting in Harrogate in April. Key findings include: Learned societies overwhelmingly agree that Open Access will inevitably place some learned societies’ journals into financial jeopardy. Competing with large Open Access specialist publishers was also considered a significant challenge for learned societies. Gold Open Access is the Open Access method that is least offered by learned society journals, however nearly two-thirds of learned societies indicated that they would like to be offering this option. More than ever before, with so many journals being published Open Access of dubious origin, learned societies should look to endorse content with a stamp of quality and authority. Collaboration between learned societies could help in the transition to Open Access, by pooling resources and sharing complex tasks. Two-thirds of all learned societies are also looking for support on best approach to OA, and compliance with funder mandates

    A Model of Operant Conditioning for Adaptive Obstacle Avoidance

    We have recently introduced a self-organizing adaptive neural controller that learns to control movements of a wheeled mobile robot toward stationary or moving targets, even when the robot's kinematics arc unknown, or when they change unexpectedly during operation. The model has been shown to outperform other traditional controllers, especially in noisy environments. This article describes a neural network module for obstacle avoidance that complements our previous work. The obstacle avoidance module is based on a model of classical and operant conditioning first proposed by Grossberg ( 1971). This module learns the patterns of ultrasonic sensor activation that predict collisions as the robot navigates in an unknown cluttered environment. Along with our original low-level controller, this work illustrates the potential of applying biologically inspired neural networks to the areas of adaptive robotics and control.Office of Naval Research (N00014-95-1-0409, Young Investigator Award

    Naming the problem

    Everyone, even the most die-hard defender of the established order recognizes that we face serious social and environmental problems. The news media regularly circulate the latest figures on the latest social problems. The country with the worst pollution, highest infant mortality, lowest life expectancy, epidemic rates of drug abuse, poverty, anti-social behaviour. But the mainstream media, popular debate and elite discussion treat these - at best- as a procession of seemingly unrelated and inexplicable facts and events. At worst the tendency is to suggest that whatever the problem - racism, obesity, unemployment, famine, war - that the people affected are in some way culpable. If in doubt, blame the victim. Either way, the context necessary to understand the problem and how it is caused is invariably missing. To paint in the context requires that we show how apparently isolated facts are linked causally to other social facts; that they are not so isolated after all

    Writing About Comics and Copyright

    Academics who research and write about the visual world often complain about the way in which copyright law can hinder their scholarly endeavours, and with good reason. Writing about visual work without reproducing that work is an impoverished exercise, for both writer and reader. But, reproducing visual material can trigger concerns on the part of the conscientious author or – more often – demands on the part of the publisher about the need to secure copyright permission. In this respect, comics scholarship is no different from any other field of visual or cultural studies. Clearing rights for publication can be frustrating and time-consuming, and academic publishers often manage the business of copyright clearance by making their authors responsible for securing permissions. European Comic Art provides a good example. When an article is accepted for publication, authors are ‘required to submit copyright agreements and all necessary permission letters for reprinting or modifying copyrighted materials, both textual and graphic’, and are ‘responsible for obtaining all permissions and clearing any associated fees.’ Not all publishers, however, adhere to such a black and white position. The Journal of Graphic Novels and Comics is published by Taylor & Francis. In the ‘Authors Services’ section of their website, the publisher acknowledges that reproducing short extracts of text and other types of material ‘for the purposes of criticism may be possible without formal permission’. To better understand when permission is needed, the publisher directs its authors to the Publishers Association’s Permissions Guidelines. To better understand what rights need to be cleared, authors are directed to the publisher’s own FAQs about using third-party material in an academic article. Thirteen of the publisher’s FAQs expressly relate to the reproduction of visual material, and of those only two concede the possibility of reproducing work without permission (they relate to, respectively, the use of ‘screenshots or grabs of film or video’ and the use of ‘very old paintings’). What is not clear from the FAQs document is whether the publisher is purporting to accurately represent the law in this area. If so – as we shall see – the FAQs document is clearly deficient. If, however, Taylor & Francis is simply using the FAQs document to set out the parameters of its own editorial policy on the reproduction of copyright-protected third-party material, then so be it: the publisher is perfectly entitled to adopt such editorial guidelines as it sees fit. I would suggest, though, that in cleaving to an editorial policy that fails to take full advantage of the scope which the copyright regime allows for the lawful reproduction of copyright-protected material without need for permission, the publisher is missing an opportunity to enable and encourage its contributors to augment and enrich comics scholarship as a discipline. It is in this respect that The Comics Grid is more ambitious and forward-thinking: it actively promotes the lawful use of copyright-protected content for the purposes of academic scholarship. The journal’s copyright policy sets out that third-party images are reproduced on the basis of ‘educational fair use’, with readers and contributors directed to Columbia University Libraries’ Fair Use Checklist for further information. This is a checklist that has been developed to help academics and other scholars make a reasonable and balanced determination about whether their use of copyright-protected work is permissible under s.107 of the US Copyright Act 1976: the fair use provision. Obviously, The Comics Grid locates its copyright advice within the context of US copyright law. But, as a Glasgow-based academic, with an interest in both the history and the current state of the UK copyright regime, my particular focus within this comic concerns the extent to which academics – or indeed anyone interested in writing about comics – can rely upon UK copyright law to reproduce extracts and excerpts from published comics and graphic novels without having to ask the copyright owner for permission. To address that issue we must consider three key questions. What constitutes ‘a work’ protected by copyright within the context of comics publishing? What does it mean to speak of ‘insubstantial copying’ from a copyright-protected comic? And what can be copied lawfully from a comic for the purpose of criticism and review
