    An infrastructure for building semantic web portals

    In this paper, we present our KMi semantic web portal infrastructure, which supports two important tasks of semantic web portals, namely metadata extraction and data querying. Central to our infrastructure are three components: i) an automated metadata extraction tool, ASDI, which supports the extraction of high quality metadata from heterogeneous sources, ii) an ontology-driven question answering tool, AquaLog, which makes use of the domain specific ontology and the semantic metadata extracted by ASDI to answers questions in natural language format, and iii) a semantic search engine, which enhances traditional text-based searching by making use of the underlying ontologies and the extracted metadata. A semantic web portal application has been built, which illustrates the usage of this infrastructure

    Agricultural information dissemination using ICTs: a review and analysis of information dissemination models in China

    Open Access funded by China Agricultural UniversityOver the last three decades, China’s agriculture sector has been transformed from the traditional to modern practice through the effective deployment of Information and Communication Technologies (ICTs). Information processing and dissemination have played a critical role in this transformation process. Many studies in relation to agriculture information services have been conducted in China, but few of them have attempted to provide a comprehensive review and analysis of different information dissemination models and their applications. This paper aims to review and identify the ICT based information dissemination models in China and to share the knowledge and experience in applying emerging ICTs in disseminating agriculture information to farmers and farm communities to improve productivity and economic, social and environmental sustainability. The paper reviews and analyzes the development stages of China’s agricultural information dissemination systems and different mechanisms for agricultural information service development and operations. Seven ICT-based information dissemination models are identified and discussed. Success cases are presented. The findings provide a useful direction for researchers and practitioners in developing future ICT based information dissemination systems. It is hoped that this paper will also help other developing countries to learn from China’s experience and best practice in their endeavor of applying emerging ICTs in agriculture information dissemination and knowledge transfer

This research resulted in the model of event management website that dedicated for event organizers of the event from low to the middle level, where in addition to providing services and sales promotion, the portal also provides services for the evaluation for the event management

    Recruiting from the network: discovering Twitter users who can help combat Zika epidemics

    Tropical diseases like \textit{Chikungunya} and \textit{Zika} have come to prominence in recent years as the cause of serious, long-lasting, population-wide health problems. In large countries like Brasil, traditional disease prevention programs led by health authorities have not been particularly effective. We explore the hypothesis that monitoring and analysis of social media content streams may effectively complement such efforts. Specifically, we aim to identify selected members of the public who are likely to be sensitive to virus combat initiatives that are organised in local communities. Focusing on Twitter and on the topic of Zika, our approach involves (i) training a classifier to select topic-relevant tweets from the Twitter feed, and (ii) discovering the top users who are actively posting relevant content about the topic. We may then recommend these users as the prime candidates for direct engagement within their community. In this short paper we describe our analytical approach and prototype architecture, discuss the challenges of dealing with noisy and sparse signal, and present encouraging preliminary results

    An Infrastructure for acquiring high quality semantic metadata

    Because metadata that underlies semantic web applications is gathered from distributed and heterogeneous data sources, it is important to ensure its quality (i.e., reduce duplicates, spelling errors, ambiguities). However, current infrastructures that acquire and integrate semantic data have only marginally addressed the issue of metadata quality. In this paper we present our metadata acquisition infrastructure, ASDI, which pays special attention to ensuring that high quality metadata is derived. Central to the architecture of ASDI is a erification engine that relies on several semantic web tools to check the quality of the derived data. We tested our prototype in the context of building a semantic web portal for our lab, KMi. An experimental evaluation omparing the automatically extracted data against manual annotations indicates that the verification engine enhances the quality of the extracted semantic metadata

    From media crossing to media mining

    This paper reviews how the concept of Media Crossing has contributed to the advancement of the application domain of information access and explores directions for a future research agenda. These will include themes that could help to broaden the scope and to incorporate the concept of medium-crossing in a more general approach that not only uses combinations of medium-specific processing, but that also exploits more abstract medium-independent representations, partly based on the foundational work on statistical language models for information retrieval. Three examples of successful applications of media crossing will be presented, with a focus on the aspects that could be considered a first step towards a generalized form of media mining

    From Sochi - 2014 to FIFA - 2018: a Fading Sovereignty?

    In this article, we uncover the dynamics and the evolution of Russian discourses of sovereignty before and after the Sochi 2014 Olympic Games using some elements of Foucauldian methodology and constructivist reading of sovereignty as an institution. We argue that there is a discrepancy between the rhetoric of sovereign power and the institutional practices in which it is embedded. It leads us to theorize that sovereignty discourses are contextual, unstable and constitutively shaped by commitments taken as key elements of international socialization. In the case of Russia, these discourses can be divided into three groups: pre-Sochi, post-Sochi and pre-World 2018 Cup discursive formations. As we venture to demonstrate, Putin's model of sovereignty is in crisis, yet it has support, both domestic and international. In the near future, sport is likely to remain one of those spheres of high visibility where the ideology of surviving under sanctions and counter-attacking the West will be reified
