Architecture of Environmental Risk Modelling: for a faster and more robust response to natural disasters
Demands on the disaster response capacity of the European Union are likely to
increase, as the impacts of disasters continue to grow both in size and
frequency. This has resulted in intensive research on issues concerning
spatially-explicit information and modelling and their multiple sources of
uncertainty. Geospatial support is one of the forms of assistance frequently
required by emergency response centres along with hazard forecast and event
management assessment. Robust modelling of natural hazards requires dynamic
simulations under an array of multiple inputs from different sources.
Uncertainty is associated with meteorological forecast and calibration of the
model parameters. Software uncertainty also derives from the data
transformation models (D-TM) needed for predicting hazard behaviour and its
consequences. On the other hand, social contributions have recently been
recognized as valuable in raw-data collection and mapping efforts traditionally
dominated by professional organizations. Here an architecture overview is
proposed for adaptive and robust modelling of natural hazards, following the
Semantic Array Programming paradigm to also include the distributed array of
social contributors called Citizen Sensor in a semantically-enhanced strategy
for D-TM modelling. The modelling architecture proposes a multicriteria
approach for assessing the array of potential impacts with qualitative rapid
assessment methods based on a Partial Open Loop Feedback Control (POLFC) schema
and complementing more traditional and accurate a-posteriori assessment. We
discuss the computational aspect of environmental risk modelling using
array-based parallel paradigms on High Performance Computing (HPC) platforms,
in order for the implications of urgency to be introduced into the systems

WSN and RFID integration to support intelligent monitoring in smart buildings using hybrid intelligent decision support systems
The real time monitoring of environment context aware activities is becoming a standard in the service delivery in a wide range of domains (child and elderly care and supervision, logistics, circulation, and other). The safety of people, goods and premises depends on the prompt reaction to potential hazards identified at an early stage to engage appropriate control actions. This requires capturing real time data to process locally at the device level or communicate to backend systems for real time decision making. This research examines the wireless sensor network and radio frequency identification technology integration in smart homes to support advanced safety systems deployed upstream to safety and emergency response. These systems are based on the use of hybrid intelligent decision support systems configured in a multi-distributed architecture enabled by the wireless communication of detection and tracking data to support intelligent real-time monitoring in smart buildings. This paper introduces first the concept of wireless sensor network and radio frequency identification technology integration showing the various options for the task distribution between radio frequency identification and hybrid intelligent decision support systems. This integration is then illustrated in a multi-distributed system architecture to identify motion and control access in a smart building using a room capacity model for occupancy and evacuation, access rights and a navigation map automatically generated by the system. Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)
This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio
UAV-Empowered Disaster-Resilient Edge Architecture for Delay-Sensitive Communication
The fifth-generation (5G) communication systems will enable enhanced mobile
broadband, ultra-reliable low latency, and massive connectivity services. The
broadband and low-latency services are indispensable to public safety (PS)
communication during natural or man-made disasters. Recently, the third
generation partnership project long term evolution (3GPPLTE) has emerged as a
promising candidate to enable broadband PS communications. In this article,
first we present six major PS-LTE enabling services and the current status of
PS-LTE in 3GPP releases. Then, we discuss the spectrum bands allocated for
PS-LTE in major countries by international telecommunication union (ITU).
Finally, we propose a disaster resilient three-layered architecture for PS-LTE
(DR-PSLTE). This architecture consists of a software-defined network (SDN)
layer to provide centralized control, an unmanned air vehicle (UAV) cloudlet
layer to facilitate edge computing or to enable emergency communication link,
and a radio access layer. The proposed architecture is flexible and combines
the benefits of SDNs and edge computing to efficiently meet the delay
requirements of various PS-LTE services. Numerical results verified that under
the proposed DR-PSLTE architecture, delay is reduced by 20% as compared with
the conventional centralized computing architecture.Comment: 9,
ANGELAH: A Framework for Assisting Elders At Home
The ever growing percentage of elderly people within modern societies poses welfare systems under relevant stress. In fact, partial and progressive loss of motor, sensorial, and/or cognitive skills renders elders unable to live autonomously, eventually leading to their hospitalization. This results in both relevant emotional and economic costs. Ubiquitous computing technologies can offer interesting opportunities for in-house safety and autonomy. However, existing systems partially address in-house safety requirements and typically focus on only elder monitoring and emergency detection. The paper presents ANGELAH, a middleware-level solution integrating both ”elder monitoring and emergency detection” solutions and networking solutions. ANGELAH has two main features: i) it enables efficient integration between a variety of sensors and actuators deployed at home for emergency detection and ii) provides a solid framework for creating and managing rescue teams composed of individuals willing to promptly assist elders in case of emergency situations. A prototype of ANGELAH, designed for a case study for helping elders with vision impairments, is developed and interesting results are obtained from both computer simulations and a real-network testbed
