    Between here and there: Immigrant fertility patterns in Germany

    This paper focuses on the role of the home country’s birth rates in shaping immigrant fertility. We use the German Socio-Economic Panel (SOEP) to study completed fertility of first generation immigrants who arrived from different countries and at different time. We apply generalized Poisson regression to account for the underdispersion of the dependent variable. The results favor the socialization hypothesis holding that immigrants follow childbearing norms dominant in their home countries. We find that women from countries where the average birth rate is high tend to have significantly more children themselves. In addition, this relationship is the stronger, the later in life migration occurred.migration, fertility, socialization, underdispersion

    Multi-phase state estimation featuring industrial-grade distribution network models

    This paper proposes a novel implementation of a multi-phase distribution network state estimator which employs industrial-grade modeling of power components and measurements. Unlike the classical voltage-based and current-based state estimators, this paper presents the implementation details of a constrained weighted least squares state calculation method that includes standard three-phase state estimation capabilities in addition to practical modeling requirements from the industry; these requirements comprise multi-phase line configurations, unsymmetrical and incomplete transformer connections, power measurements on 4-connected loads, cumulative-type power measurements, line-to-line voltage magnitude measurements, and reversible line drop compensators. The enhanced modeling equips the estimator with capabilities that make it superior to a recently presented state-of-the-art distribution network load estimator that is currently used in real-life distribution management systems; comparative performance results demonstrate the advantage of the proposed estimator under practical measurement schemes

    Introducing ECMO/ECLS in sub-Saharan Africa – prospects and perspectives

    Background: The introduction of modern medical technologies reduced mortality in adults and increased survival in infants less than five years old. Cardiac and respiratory failure can be managed through mechanical circulatory support devices such as ECMO/ECLS (Extracorporeal Membrane Oxygenation/ Extracorporeal Life Support).Main Findings: We evaluate the importance and potential impact of using ECMO/ECLS in improving health care in sub-Saharan Africa. The intention of this recommendation is to introduce this concept as a feasible rescue method for clinicians in the region. The potential use of ECMO/ECLS will be discussed with focus on infrastructure for the retrieval services from the referring hospitals to designated ECMO centres.Conclusion: ECLS resources and time that should be committed to training of staff and on-going education should not be underestimated. ECLS should only be commenced, maintained and weaned in the hands of trained, experienced and knowledgeable medical personnel cognisant that the results will be benchmarked by ELSO (Extracorporeal Life Support Organization) and available for consumption in the public domain. Partnership models are key to the ECLS success with well-defined roles and responsibilities for each party. The possible way for ECMO/ECLS in Africa should be combining with a two-pronged education programme: Improving critical care services in themselves, and once they get to an acceptable level in this department then is to manage ECLS patients for a few hours. To upgrade critical care services, this is vital for Africa, and only then to introduce ECMO/ECLS

    The Bush Regime from Elections to Detentions: A Moral Economy of Carl Schmitt and Human Rights

    This essay, presented in Vienna at an international conference on the Bush Administration and America's Future and to be published in updated form, analyzes the Bush administration through two lenses: one developed by Marx in his analysis of the rise of Louis Napoleon Bonaparte, and the other Hans Mommsen's analysis of the happenstantial construction of Hitler's dictatorship. The essay moves through a look at the coup of 22 November 2000 and then proceeds to look at the analogous dynamics of the Reichstagsbrand/Ermaechtigungsgesetz and 9/11-USA Patriot Act. Next, the essay examines the role of sovereignty in states of exception and the role of the decider, as developed from the Weimar Constitution's Art. 48 and Carl Schmitt to John Yoo. Finally, the essay touches upon the ironic and pernicious role of radical human rights discourses in abetting an imperialist agenda. The essay concludes by considering whether the legal, moral, political, and social construct of the West, which the US has shared with Europe for over half a century, has now come to an end in an era of unchallenged, if ineffective, American hegemony

    A survey on perceived speaker traits: personality, likability, pathology, and the first challenge

    The INTERSPEECH 2012 Speaker Trait Challenge aimed at a unified test-bed for perceived speaker traits – the first challenge of this kind: personality in the five OCEAN personality dimensions, likability of speakers, and intelligibility of pathologic speakers. In the present article, we give a brief overview of the state-of-the-art in these three fields of research and describe the three sub-challenges in terms of the challenge conditions, the baseline results provided by the organisers, and a new openSMILE feature set, which has been used for computing the baselines and which has been provided to the participants. Furthermore, we summarise the approaches and the results presented by the participants to show the various techniques that are currently applied to solve these classification tasks
