    O presente trabalho de investigação foi desenvolvido com o objetivo de identificar e propor linhas orientadoras para a implementação de um programa de Engenharia Organizacional na Força Aérea, de modo a mitigar os impactos da mudança decorrentes das novas e crescentes exigências no ambiente externo. A caraterização do modelo atual, identificando a forma de funcionamento da organização e as eventuais oportunidades de melhoria, comparativamente aos referenciais existentes, permitem tomar consciência acerca de problemas na adoção de um framework que suporte a arquitetura organizacional, bem como a necessidade de haver recursos humanos com as competências necessárias no âmbito da Engenharia Organizacional e a necessidade do envolvimento das chefias ao mais alto nível. Consequentemente, foram apresentados os fundamentos teóricos que permitiram a construção de um modelo futuro capaz de ultrapassar com sucesso os constrangimentos observados. Por último, foram efetuadas algumas recomendações no sentido de permitir a implementação de um conjunto de medidas que possibilitem a operacionalização da Engenharia Organizacional na Força Aérea. Abstract: The present research was developed with the objective of identifying and proposing guidelines for the implementation of an Organizational Engineering program in the Portuguese Air Force, in order to mitigate the impacts of the change due to the new and growing requirements in the external environment. The characterization of the current model, the identification of the organization’s form of operation and the possibilities for improvement,over the existing references, make it possible to become aware of problems by adopting a framework that supports the organizational architecture, as well as the need to have human resources with the necessary skills in the context of Organizational Engineering and the need to involve management at the highest level Consequently, it was identified the theoretical foundations that allowed the construction of a future model capable of successfully overcoming the observed constraints. Finally, some recommendations were made in order to allow the implementation of a set of measures that make possible the operationalization of Organizational Engineering in the Portuguese Air Force.N/

    Aligning TOGAF and NAF - Experiences from the Norwegian Armed Forces

    Part 5: Enterprise ArchitectureInternational audienceThis paper reports on experiences from establishing a reference architecture framework for the Norwegian Armed Forces. Like a number of other nations and NATO agencies, the armed forces chose TOGAF as their architecture development methodology (ADM), and the NATO Architecture Framework (NAF) for metamodel and content organization. In order to make TOGAF and NAF work together and address the particular requirements of the armed forces, significant adaptation was required. Previous work has analyzed the combination of TOGAF and military frameworks on the high level, but no detailed mapping between TOGAF 9 and the NAF, DoDAF, or MODAF architecture content frameworks were available. Such a mapping is presented here. The resulting framework has been implemented as a set of UML profiles, and as the content structure for the national military architecture repository. It has been applied by a number of initiatives, ranging from enterprise capability maps to technical interoperability between systems and acquisition projects
