    Development of an advisory system that supports good animal welfare in organic production in Norway

    Organic agriculture wishes to emphasise animal welfare, and aims to be at the forefront with regard to promoting the welfare of farm animals. It is therefore important to increase the expertise in the field of animal welfare in organic farming systems among veterinarians, advisers and farmers. An advisory service that includes on-farm assessment of animal welfare will contribute to securing a high level of animal welfare in organic production. To meet the need for information and expertise, an advisory and development project ”Good animal welfare in organic dairy farming” started in May 2003 and will last until the end of 2005. The project’s main goal is to develop and establish a permanent advisory service aimed at securing a high level of animal health and welfare in organic dairy farming

    A Distributed and Privacy-Aware Speed Advisory System for Optimising Conventional and Electric Vehicles Networks

    One of the key ideas to make Intelligent Transportation Systems (ITS) work effectively is to deploy advanced communication and cooperative control technologies among the vehicles and road infrastructures. In this spirit, we propose a consensus-based distributed speed advisory system that optimally determines a recommended common speed for a given area in order that the group emissions, or group battery consumptions, are minimised. Our algorithms achieve this in a privacy-aware manner; namely, individual vehicles do not reveal in-vehicle information to other vehicles or to infrastructure.     A learning community approach to identifying interventions in health systems to reduce colorectal cancer screening disparities.

    Although colorectal cancer (CRC) screening in the United States has been increasing, screening rates are not optimal, and there are persistent disparities in CRC screening and mortality, particularly among minority patients. As most CRC screening takes place in primary care, health systems are well-positioned to address this important population health problem. However, most health systems have not actively engaged in identifying and implementing effective evidence-based intervention strategies that can raise CRC screening rates and reduce disparities. Drawing on the Collective Impact Model and the Interactive Systems Framework for Dissemination and Implementation, our project team applied a learning community strategy to help two health systems in southeastern Pennsylvania identify evidence-based CRC screening interventions for primary care patients. Initially, this approach involved activating a coordinating team, steering committee (health system leadership and stakeholder organizations), and patient and stakeholder advisory committee to identify candidate CRC screening intervention strategies. The coordinating team guided the steering committee through a scoping review to identify seven randomized trials that identified interventions that addressed CRC screening disparities. Subsequently, the coordinating team and steering committee applied a screening intervention classification typology to select an intervention strategy that involved using an outreach strategy to provide minority patients with access to both stool blood test and colonoscopy screening. Finally, the coordinating team and steering committee engaged the health system patient and stakeholder advisory committee in planning for intervention implementation, thus taking up the challenge of reducing and important health disparity in patient populations served by the two health systems

    IT Empowerment or Exclusion? The Dilemma of Online Government Advisory Services

    Currently there are two prevailing strands of thought related to government online advisory services. One school considers the empowerment effect of online advisory systems on citizens and claims that such systems, when appropriately designed, can lead to empowerment outcomes including a better sense of control and better perceived power relative to government officials. On the other hand, the phenomena of the digital divide or digital exclusion is discerned - where there are excluded and disadvantaged groups because of the shifting focus of government services towards online delivery. Faced with this dilemma, we aim at understanding the seemingly contradictory implications of the provision of online advisory services for public use by government agencies. We conducted a literature review of online government advisory services, e-government and empowerment, in order to form a consolidated view theory-wise and to explore a sound explanation of this dilemma. This study represents the first stage of an ongoing research project. The expected outcome of the research project is a comprehensive framework for online government advisory service delivery and design strategies for advisory systems that truly empower the general public. The project is expected to benefit both the public and government agencies who wish to enhance their advisory services
