Stochastic logistic fuzzy maps for the construction of integrated multirates scenarios in the financing of infrastructure projects

The Publisher's final version can be found by following the DOI link.In general, the development of economic infrastructure systems requires a behavioural comprehensive analysis of different financial variables or rates to establish its long-term success with regards to the Equity Internal Rate of Return (EIRR) expectation. For this reason, several financial organizations have developed economic scenarios supported by computational techniques and models to identify the evolution of these financial rates. However, these models and techniques have shown a series of limitations with regard to the financial management process and its impact on EIRR over time. To address these limitations in an inclusive way, researchers have developed different approaches and methodologies focused on the development of financial models using stochastic simulation methods and computational intelligence techniques. This paper proposes a Stochastic Fuzzy Logistic Model (S-FLM) inspired by a Fuzzy Cognitive Map (FCM) structure to model financial scenarios. Where the input consists in financial rates that are characterized as linguistic rates through a series of adaptive logistic functions. The stochastic process that explains the behaviour of the financial rates over time and their partial effects on EIRR is based on a Monte Carlo sampling process carried out on the fuzzy sets that characterize each linguistic rate. The S-FLM was evaluated by applying three financing scenarios to an airport infrastructure system (pessimistic, moderate/base, optimistic), where it was possible to show the impact of different linguistic rates on the EIRR. The behaviour of the S-FLM was validated using three different models: (1) a financial management tool; (2) a general FCM without pre-loaded causalities among the variables; and (3) a Statistical S-FLM model (S-FLMS), where the causalities between the concepts or rates were obtained as a result of an independent effects analysis applying a cross modelling between variables and by using a statistical multi-linear model (statistical significance level) and a multi-linear neural model (MADALINE). The results achieved by the S-FLM show a higher EIRR than expected for each scenario. This was possible due to the incorporation of an adaptive multi-linear causality matrix and a fuzzy credibility matrix into its structure. This allowed to stabilize the effects of the financial variables or rates on the EIRR throughout a financing period. Thus, the S-FLM can be considered as a tool to model dynamic financial scenarios in different knowledge areas in a comprehensive manner. This way, overcoming the limitations imposed by the traditional computational models used to design these financial scenarios
Dinâmicas de resiliência em pequenas e médias empresas: mapeamento e análise
A capacidade de resiliência tem vindo a assumir uma importância crescente e a ser
muito discutida no meio empresarial ao longo dos últimos anos. Devido ao atual
contexto socioeconómico, é particularmente importante que as pequenas e
médias empresas (PMEs) consigam fazer face ou recuperar de cenários menos
favoráveis que possam ameaçar a sua estabilidade, viabilidade ou desenvolvimento. O
principal objetivo da presente dissertação passa por desenvolver um modelo de avaliação
difuso que permita compreender quais os elementos que estão associados à resiliência das
PMEs, utilizando para tal os mapas cognitivos fuzzy (FCMs). Neste sentido, foram efetuadas
duas sessões de grupo com gestores de PMEs, na medida em que estes têm um maior
conhecimento sobre a temática em estudo e estão conscientes da importância que esta tem
para o futuro das suas empresas. Após a validação do mapa cognitivo de grupo, os resultados
alcançados permitem concluir que este tipo de técnicas é muito útil no processo de apoio Ã
tomada de decisão, na medida em que permite uma melhor estruturação e clarificação de
situações complexas e reais, bem como uma maior transparência e compreensão da situação
em estudo (i.e. dinâmicas de resiliência em PMEs). As vantagens e as limitações do estudo
serão igualmente objeto de análise.Resilience is an increasingly important concept in the current socioeconomic
landscape. Due to the competitive and global context we live in, this trend is
particularly noted in small and medium enterprises (SMEs), which due to their
lack of resources and capabilities are exposed to unfavorable scenarios that may
threat their stability, viability and development. The identification of the determinants of SME
resilience and respective cause-and-effect relationships is, in this sense, an issue to be taken
seriously, namely because SME resilience instigates a wide variety of conceptual and
theoretical issues that need to be understood. This study proposes the creation of a fuzzy
cognitive map (FCM) to analyze the determinants of SME resilience. Based on the insights
obtained during two intensive group meetings with a panel of SME managers and
entrepreneurs, the development of an FCM produced a well-informed, process-oriented
framework that contains the determinants that should be considered in this study context. The
result of the static and dynamic analyses carried out is an improved understanding of the
cause-and-effect relationships between determinants of SME resilience, which allows for a
better strategic planning by SMEs’ managers and entrepreneurs. Practical implications,
advantages, and limitations of our proposal are also discussed
Análise dinâmica de práticas éticas nos serviços públicos de saúde: uma abordagem processual com recurso a mapas cognitivos fuzzy
A atividade dos profissionais de saúde exige a adoção de princÃpios éticos estritos,
que, por definição, dependem de múltiplas variáveis. Identificamos a relação
médico-utente, o relacionamento interpares (i.e. médicos, enfermeiros e demais
técnicos), e a ligação com a sociedade em geral. Neste contexto, a presente
dissertação incide, em primeiro lugar, sobre a relevância da ética no sector da saúde, partindo
depois para a discussão da importância das estruturas criadas para avaliar as práticas éticas no
sector público. Posteriormente, o foco do trabalho centra-se no desenvolvimento de um modelo
conceptual representativo das variáveis que influenciam a ética nos serviços públicos de saúde
com recurso à utilização de mapas cognitivos "fuzzy", que permitem determinar quais as variáveis
mais relevantes no domÃnio em estudo. Os mapas cognitivos "fuzzy" são uma ferramenta aplicável
a diversas áreas do conhecimento, que permite estruturar problemas de decisão complexos e
identificar relações de causalidade entre as variáveis, de forma a apoiar o processo de tomada
de decisão. Os resultados obtidos com base no "know-how" e experiência de especialistas no
sector da saúde mostram que o "Perfil do Profissional", a "Administração", as "Relações de Equipas",
os "Fatores Externos", o "PrincÃpio da Equidade" e o "Respeito" são os determinantes que apresentam
maior grau de centralidade. Ou seja, são os critérios com maior representatividade na análise
das práticas éticas nos serviços públicos de saúde. As vantagens e limitações do modelo
desenvolvido são também objeto de discussão.The activity of health care professionals requires the adoption of strict ethical
principles, which, by definition, depend on multiple variables. We identify the
doctor-patient relationship, the "inter-pare" acquaintance (i.e. doctors, nurses and
other technicians), and the connection with the society at large. In this context, the
research focuses firstly on the relevance of ethics in the health care sector, and then discusses
the importance of the structures created to evaluate ethical practices in the public sector. Next,
the study focuses on the development of a conceptual model representative of the variables that
influence ethics in the public health care services, using fuzzy cognitive mapping, which allows
the most relevant variables in this study context to be identified. Fuzzy cognitive mapping is a
tool with great potential in the structuring of complex decision problems, allowing for the
identification of cause-and-effect relationships between variables and supporting decisionmaking. The results obtained are based on the know-how and practical experience of experts in
the public health care sector, and show that "Professional Profile", "Administration", "Team
Relationships", "External Factors", "Principles of Equity and Respect" are the determinants that
present the highest degrees of centrality (i.e. are the most representative criteria in the analysis
of ethical practices in the public health care services). The advantages and limitations of the
cognitive structure developed in this study are also discussed
Determinantes de sustentabilidade na banca: Mapeamento fuzzy e análise dinâmica
A sustentabilidade do sistema bancário é uma matéria que tem vindo a ganhar maior importância desde a crise mundial de 2008. A crise dos bancos afetou negativamente toda a economia e, consequentemente, toda a sociedade. Isto aconteceu porque o sistema bancário é o principal intermediário económico-financeiro global e, por isso, tem um impacto muito significativo num conjunto diversificado de stakeholders. Neste sentido, abordar a sustentabilidade da banca torna-se essencial para perceber a forma de garantir a sua sobrevivência de longo prazo, através de uma melhoria da compreensão estratégica da temática. Posto isto, a presente dissertação apresenta, através de uma abordagem construtivista, um modelo de apoio à tomada de decisão, que combina as técnicas de mapeamento cognitivo fuzzy e a abordagem System Dynamics (SD), com o objetivo de estruturar a temática, apoiar os stakeholders da banca na tomada de decisão e permitir uma análise dinâmica de cenários de longo prazo, no sentido de prever consequências das alterações das variáveis estudadas e contempladas no modelo criado. Para a construção deste modelo, foi reunido um painel de especialistas sobre a sustentabilidade da banca, de onde foi extraÃda a informação utilizada para a construção de um mapa cognitivo fuzzy (FCM) e de um stock-flow diagram, que possibilitou análises dinâmicas das variáveis. No final, são apresentados os resultados decorrentes da análise efetuada e formuladas conclusões.Sustainable banking is an issue that has been growing in importance around the world since the 2008 global crisis. Because the banking system is a major economic and financial intermediary, it has a significant impact on diverse stakeholders. In this context, understanding the determinants of the banking industry’s long-term survival appears to be important to ensuring sustainable banking. Based on a constructivist stance, this study sought to identify sustainability strategies in the banking industry through a combination of fuzzy cognitive mapping and the System Dynamics (SD) approach. The research’s main goal is to develop an easily understood model of sustainable banking to help decision makers analyze the dynamics of the cause-and-effect relationships between sustainable banking’s determinants and project long-term scenarios. The insights obtained were derived from two group sessions with a panel of decision makers who deal with banking processes on a daily basis and were validated by the Director of the technical unit for sustainability of Millennium BCP, one of the largest banking corporations in Portugal.
