    Thesis(Master) -- KDI School: Master of Public Policy, 2021The primary goal of this research is to examine the current issues of consumer protection in Business-to-Consumer (B2C) e-commerce of Mongolia and to discuss what legal concepts and policies are needed to properly protect consumer rights in e-commerce, using the Republic of Korea as a model. In addition, it aims to develop recommendations as to how to build an effective legal environment in Mongolia. For this purpose, the study analyzes cases of judicial decisions, statistics and current legislation in both countries. The primary sources were from the concept and provisions of existing laws on protection consumer rights in e-commerce. The secondary data are obtained from various statistics, judicial decisions, press releases, relevant studies and reports. The research paper reveals that while consumer protection in Mongolia is in place for both offline and online transactions, there are some limitations in e-commerce. Thus, some narrow provisions that regulate new emerged issues in e-commerce were discussed from E-commerce Act of the Republic of Korea.I. Introduction II.     Regulating the technological actor: how governments tried to transform the technology and the market for cryptography and cryptographic services and the implications for the regulation of information and communications technologies

    The formulation, adoption, and transformation of policy involves the interaction of actors as they negotiate, accept, and reject proposals. Traditional studies of policy discourse focus on social actors. By studying cryptography policy discourses, I argue that considering both social and technological actors in detail enriches our understanding of policy discourse. The case-based research looks at the various cryptography policy strategies employed by the governments of the United States of America and the United Kingdom. The research method is qualitative, using hermeneutics to elucidate the various actors’ interpretations. The research aims to understand policy discourse as a contest of principles involving various government actors advocating multiple regulatory mechanisms to maintain their surveillance capabilities, and the reactions of industry actors, non-governmental organisations, parliamentarians, and epistemic communities. I argue that studying socio-technological discourse helps us to understand the complex dynamics involved in regulation and regulatory change. Interests and alignments may be contingent and unstable. As a result, technologies can not be regarded as mere representations of social interests and relationships. By capturing the interpretations and articulations of social and technological actors we may attain a better understanding of the regulatory landscape for information and communications technologies

    Dynamics of Dark Web Financial Marketplaces: An Exploratory Study of Underground Fraud and Scam Business

    The number of Dark Web financial marketplaces where Dark Web users and sellers actively trade illegal goods and services anonymously has been growing exponentially in recent years. The Dark Web has expanded illegal activities via selling various illicit products, from hacked credit cards to stolen crypto accounts. This study aims to delineate the characteristics of the Dark Web financial market and its scams. Data were derived from leading Dark Web financial websites, including Hidden Wiki, Onion List, and Dark Web Wiki, using Dark Web search engines. The study combines statistical analysis with thematic analysis of Dark Web content. Offering promotions and customer services with the payment methods of cryptocurrencies were prevalent, similar to the Surface Web\u27s e-commerce market. The findings suggest that the Dark Web financial market is likely to harbor scams targeting Dark Web buyers. Dark Web sellers construct a website to sell scam products and recommend purchasing Escrow services to ensure safe transactions as an additional scam. The results from this study provided empirical support for the components of the routine activity theory of the Dark Web financial market to substantiate a more comprehensive view of patterns of fraud/ scams. Enhancing law enforcement capabilities of investigating financial marketplaces and promoting public awareness and consumer safety programs are discussed as effective preventive measures
