    What is a Good Plan? Cultural Variations in Expert Planners’ Concepts of Plan Quality

    This article presents the results of a field research study examining commonalities and differences between American and British operational planners’ mental models of planning. We conducted Cultural Network Analysis (CNA) interviews with 14 experienced operational planners in the US and UK. Our results demonstrate the existence of fundamental differences between the way American and British expert planners conceive of a high quality plan. Our results revealed that the American planners’ model focused on specification of action to achieve synchronization, providing little autonomy at the level of execution, and included the belief that increasing contingencies reduces risk. The British planners’ model stressed the internal coherence of the plan, to support shared situational awareness and thereby flexibility at the level of execution. The British model also emphasized the belief that reducing the number of assumptions decreases risk. Overall, the American ideal plan serves a controlling function, whereas the British ideal plan supports an enabling function. Interestingly, both the US and UK would view the other’s ideal plan as riskier than their own. The implications of cultural models of plans and planning are described for establishing performance measures and designing systems to support multinational planning teams

    Negotiating the 'trading zone'. Creating a shared information infrastructure in the Dutch public safety sector

    Our main concern in this article is whether nation-wide information technology (IT) infrastructures or systems in emergency response and disaster management are the solution to the communication problems the safety sector suffers from. It has been argued that implementing nation-wide IT systems will help to create shared cognition and situational awareness among relief workers. We put this claim to the test by presenting a case study on the introduction of ‘netcentric work’, an IT system-based platform aiming at the creation of situational awareness for professionals in the safety sector in the Netherlands. The outcome of our research is that the negotiation with relevant stakeholders by the Dutch government has lead to the emergence of several fragmented IT systems. It becomes clear that a top-down implementation strategy for a single nation-wide information system will fail because of the fragmentation of the Dutch safety sector it is supposed to be a solution to. As the US safety sector is at least as fragmented as its Dutch counterpart, this may serve as a caveat for the introduction of similar IT systems in the US

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

    The concept of Network centric warfare (NCW) is viewed as the next revolution in military affairs. Its introduction globally will necessarily affect the way the New Zealand Armed Forces operates in future conflicts. With the increasing use of digital technology in the military environment the need for and degree of increasing knowledge of Network Centric Warfare and its concepts must be explored.This country will have to combine its own definition and understanding of NCW into the framework of its Armed Force if it wants to continue to remain interoperable with technologically advanced coalition forces. This thesis looks into the issues and solutions which have been considered by other countries in their attempts to implement the NCW concept. It examines in detail how issues and solutions could be applied to New Zealand's attempt at NCW. Chapters One and Two define the academic processes which have been used in this study. They also give a brief introduction to the broad idea of Network Centric Warfare and its origins. Chapter Three examines in detail the complex evolution of the concept of Network Centric Warfare to its present state. In particular, it looks at how the events of September 11th 2001 have redefined warfare and the impact of that revolution on the traditional NCW concept. This chapter also focuses on the advantages and disadvantages of NCW which have now been proven through the experiences of Operation Enduring Freedom and Operation Iraqi Freedom. These two conflicts have been described as the first information technology wars of the 21st century. Chapter Four focuses on how the concept of Network Centric Warfare has and will affect the specifics of personnel and make-up of the New Zealand Defence Force, as it makes the transition from a Platform centric to a Network Centric approach in warfare. The special focus in this chapter is on the New Zealand Army. The concepts of the ethos and cultural identity of a force are introduced here, with a view to revealing the influences that the adaptation of NCW methods and techniques can have on the organisation of that force. The discussion concludes that the introduction of NCW can have profound and permanent effect on a force's ethos and identity. This chapter also considers the influence of technology can help in the recruitment and retention of highly skilled people in the Army. Chapter Five shows how the adoption of the concept of Network Centric warfare also has the potential to fundamentally change the way in which higher level policy and doctrine are introduced and modified in the Armed Forces. This chapter looks at how future infrastructure and policies will need to have increased flexibility built into them from the start in order to embrace the demands of NCW for rapid developments in information technology and force-wide diffusion of such developments. Chapter Six discusses a third important consequence of adopting the concept of Network Centric Warfare. Namely, how the introduction of NCW will affect both training and education of service personnel. In particular, it examines how the change from Platform Centric to Network Centric forms of warfare puts changing demands on the skill sets and needs required of service personnel. Examples are given of the new skill sets needed in order for them to work effectively in a NCW environment. Chapter Seven discusses the formation of a new training branch of service which will need to be set up to accommodate the new methods and skills that NCW brings to the battlefield. Included in this chapter are the imperatives of Information Warfare, Electronic Warfare, and Computer Network Operations for such a branch. Alongside Air, Land, Sea and Space NCW brings with it the creation of a fifth battle space. This battle-space is cyberspace which encompasses the electromagnetic sphere, the Internet and all manner of Wide and Local Area Networks (WANs and LANs). Chapter Eight returns to the issue of training and education introduced in Chapter Six, but focuses specifically on the use of simulation techniques and technologies. Such techniques will be required in order to help train soldiers to work effectively and efficiently under NCW. Why other training methods won't work well given an NCW environment, and why simulation technologies will work, is explained with examples of each. This chapter argues in particular that simulation provides the most effective training in the unified data architecture that will be needed to provide cross platform capability and inter and intra service solutions in Network Centric Warfare. Examples of data solutions are provided to help explain the underlying simulation concepts and methods. Chapter Nine is the conclusion of this study. It reviews the results of this thesis and provides recommendations on the implementation of the Network Centric Warfare environment required in the New Zealand Armed Forces

    An architecture for organisational decision support

    The Decision Support (DS) topic of the Network Enabled Capability for Through Life Systems Engineering (NECTISE) project aims to provide organisational through-life decision support for the products and services that BAE Systems deliver. The topic consists of five streams that cover resource capability management, decision management, collaboration, change prediction and integration. A proposed architecture is presented for an Integrated Decision Support Environment (IDSE) that combines the streams to provide a structured approach to addressing a number of issues that have been identified by BAE Systems business units as being relevant to DS: uncertainty and risk, shared situational awareness, types of decision making, decision tempo, triggering of decisions, and support for autonomous decision making. The proposed architecture will identify how either individuals or groups of decision makers (including autonomous agents) would be utilised on the basis of their capability within the requirements of the scenario to collaboratively solve the decision problem. Features of the scenario such as time criticality, required experience level, the need for justification, and conflict management, will be addressed within the architecture to ensure that the most appropriate decision management support (system/naturalistic/hybrid) is provided. In addition to being reliant on a number of human factors issues, the decision making process is also reliant on a number of information issues: overload, consistency, completeness, uncertainty and evolution, which will be discussed within the context of the architecture

    Situational-Context: A Unified View of Everything Involved at a Particular Situation

    As the interest in the Web of Things increases, specially for the general population, the barriers to entry for the use of these technologies should decrease. Current applications can be developed to adapt their behaviour to predefined conditions and users preferences, facilitating their use. In the future,Web of Things software should be able to automatically adjust its behaviour to non-predefined preferences or context of its users. In this vision paper we define the Situational-Context as the combination of the virtual profiles of the entities (things or people) that concur at a particular place and time. The computation of the Situational-Context allow us to predict the expected system behaviour and the required interaction between devices to meet the entities’ goals, achieving a better adjustment of the system to variable contexts.Universidad de Málaga.     Optimal Caching and Routing in Hybrid Networks

    Hybrid networks consisting of MANET nodes and cellular infrastructure have been recently proposed to improve the performance of military networks. Prior work has demonstrated the benefits of in-network content caching in a wired, Internet context. We investigate the problem of developing optimal routing and caching policies in a hybrid network supporting in-network caching with the goal of minimizing overall content-access delay. Here, needed content may always be accessed at a back-end server via the cellular infrastructure; alternatively, content may also be accessed via cache-equipped "cluster" nodes within the MANET. To access content, MANET nodes must thus decide whether to route to in-MANET cluster nodes or to back-end servers via the cellular infrastructure; the in-MANET cluster nodes must additionally decide which content to cache. We model the cellular path as either i) a congestion-insensitive fixed-delay path or ii) a congestion-sensitive path modeled as an M/M/1 queue. We demonstrate that under the assumption of stationary, independent requests, it is optimal to adopt static caching (i.e., to keep a cache's content fixed over time) based on content popularity. We also show that it is optimal to route to in-MANET caches for content cached there, but to route requests for remaining content via the cellular infrastructure for the congestion-insensitive case and to split traffic between the in-MANET caches and cellular infrastructure for the congestion-sensitive case. We develop a simple distributed algorithm for the joint routing/caching problem and demonstrate its efficacy via simulation.Comment: submitted to Milcom 201

    Traffic incident management: A common operational picture to support situational awareness of sustainable mobility

    Successful traffic incident management presupposes a multi-disciplinary approach. To meet appropriately the safety and mobility needs of all affected parties, traffic incidents call for a high level of collaboration and coordination of involved agencies. Effective traffic incident management activities rely in particular on flexible communications and information systems. Based on experiences from the military domain it is possible to develop strategic concepts that are related to the improvement of information sharing and collaboration. Such concepts can also be applied to enhanced traffic incident management information systems.
