A novel method for subjective picture quality assessment and further studies of HDTV formats

Copyright @ IEEE 2008.This paper proposes a novel method for the assessment of picture quality, called triple stimulus continuous evaluation scale (TSCES), to allow the direct comparison of different HDTV formats. The method uses an upper picture quality anchor and a lower picture quality anchor with defined impairments. The HDTV format under test is evaluated in a subjective comparison with the upper and lower anchors. The method utilizes three displays in a particular vertical arrangement. In an initial series of tests with the novel method, the HDTV formats 1080p/50,1080i/25, and 720p/50 were compared at various bit-rates and with seven different content types on three identical 1920 times 1080 pixel displays. It was found that the new method provided stable and consistent results. The method was tested with 1080p/50,1080i/25, and 720p/50 HDTV images that had been coded with H.264/AVC High profile. The result of the assessment was that the progressive HDTV formats found higher appreciation by the assessors than the interlaced HDTV format. A system chain proposal is given for future media production and delivery to take advantage of this outcome. Recommendations for future research conclude the paper
High definition systems in Japan
The successful implementation of a strategy to produce high-definition systems within the Japanese economy will favorably affect the fundamental competitiveness of Japan relative to the rest of the world. The development of an infrastructure necessary to support high-definition products and systems in that country involves major commitments of engineering resources, plants and equipment, educational programs and funding. The results of these efforts appear to affect virtually every aspect of the Japanese industrial complex. The results of assessments of the current progress of Japan toward the development of high-definition products and systems are presented. The assessments are based on the findings of a panel of U.S. experts made up of individuals from U.S. academia and industry, and derived from a study of the Japanese literature combined with visits to the primary relevant industrial laboratories and development agencies in Japan. Specific coverage includes an evaluation of progress in R&D for high-definition television (HDTV) displays that are evolving in Japan; high-definition standards and equipment development; Japanese intentions for the use of HDTV; economic evaluation of Japan's public policy initiatives in support of high-definition systems; management analysis of Japan's strategy of leverage with respect to high-definition products and systems

Africa is the least wired continent in the world in terms of robust telecommunications infrastructure and systems to cater for its more than one billion people. African nations are mostly still in the early stages of Information Communications Technology (ICT) development as verified by the relatively low ICT Development Index (IDI) values of all countries in the African region. In developing nations, mobile broadband subscriptions and penetration between 2000-2009 was increasingly more popular than fixed broadband subscriptions. To achieve the goal of universal access, with rapid implementation of ICT infrastructure to complement the sparsely distributed terrestrial networks in the hinterlands and leveraging the adequate submarine cables along the African coastline, African nations and their stakeholders are promoting and implementing Communication Satellite systems, particularly in Nigeria, to help bridge the digital hiatus. Concatenated Turbo/LDPC codes for deep space communications: performance and implementation
Deep space communications require error correction codes able to reach extremely low bit-error-rates, possibly with a steep waterfall region and without error floor. Several schemes have been proposed in the literature to achieve these goals. Most of them rely on the concatenation of different codes that leads to high hardware implementation complexity and poor resource sharing. This work proposes a scheme based on the concatenation of non-custom LDPC and turbo codes that achieves excellent error correction performance. Technological Convergence: a Strategic Perspective
The information and communication technologies (ICT) sectors are in a process of technological convergence. Determinant factors in this process are the liberalisation of the telecommunications markets and technological change. Many firms are engaged in a process of mergers and alliances to position themselves in this new framework. Technological and demand uncertainties are very important. Our objective in this paper is to study the economic determinants of the strategies of the firms. With this aim, we review some key technological and demand aspects. High-Rate Space-Time Coded Large MIMO Systems: Low-Complexity Detection and Channel Estimation
In this paper, we present a low-complexity algorithm for detection in
high-rate, non-orthogonal space-time block coded (STBC) large-MIMO systems that
achieve high spectral efficiencies of the order of tens of bps/Hz. We also
present a training-based iterative detection/channel estimation scheme for such
large STBC MIMO systems. Our simulation results show that excellent bit error
rate and nearness-to-capacity performance are achieved by the proposed
multistage likelihood ascent search (M-LAS) detector in conjunction with the
proposed iterative detection/channel estimation scheme at low complexities. The
fact that we could show such good results for large STBCs like 16x16 and 32x32
STBCs from Cyclic Division Algebras (CDA) operating at spectral efficiencies in
excess of 20 bps/Hz (even after accounting for the overheads meant for pilot
based training for channel estimation and turbo coding) establishes the
effectiveness of the proposed detector and channel estimator. We decode perfect
codes of large dimensions using the proposed detector. With the feasibility of
such a low-complexity detection/channel estimation scheme, large-MIMO systems
with tens of antennas operating at several tens of bps/Hz spectral efficiencies
can become practical, enabling interesting high data rate wireless
