Capitalism, Coronavirus and War investigates the decay of neoliberal financialised capitalism as revealed in the crisis the novel coronavirus triggered but did not cause, a crisis that has been deepened by the conflict over Ukraine and its repercussions across the globe. Leading domestically to economic and political breakdown, the pandemic accelerated the decline of the US-led capitalist world’s imperial power, intensifying the tendency to lash out with aggression and militarism, as seen in the US-led West’s New Cold War against China and the proxy war against Russia over Ukraine. The geopolitical economy of the decay and crisis of this form of capitalism suggests that the struggle with socialism that has long shaped the fate of capitalism has reached a tipping point. The author argues that mainstream and even many progressive forces take capitalism’s longevity for granted, misunderstand its historical dynamics and deny its formative bond with imperialism. Only a theoretically and historically accurate account of capitalism’s dynamics and historical trajectory, which this book provides, can explain its current failures and predicament. It also reveals why, though the pandemic—by revealing capitalism’s obscene inequality and shocking debility—prompted the most serious critiques of capitalism to emerge in decades, hopes of ‘building back better’ were so quickly dashed. This book sheds searching light on the dominant narratives that have normalised the neoliberal financialised capitalism and the dollar creditocracy dominating the world economy, with even critics unable to link capitalism’s neoliberal turn to its financialisations, historical decay, productive debility and international decline. It contends that only by appreciating the seriousness of the crisis and rectifying our understanding of capitalism can progressive forces thwart a future of chaos and/or authoritarianism and begin the long task of building socialism. The Political Behavior of California Community College Nursing Facilities in Response to Budget Cutbacks, 1982-1987

This study explored the political behavior of community college nursing faculties during a unique period of California history, 1982-87, when the community colleges were struggling to adapt to the economic and political consequences of Proposition 13. Using a two-phase qualitative design, it examined the effects of budget cutbacks on the nursing programs at 38 community colleges statewide, including twelve targeted for faculty layoffs, and identified the political behavior of their nursing faculties in response. It then focused on six districts, varying in size, structure, and location, for a series of in-depth case studies. In four districts, nursing programs were targeted for closure or downsizing; in two, they were not. Surveys, telephone interviews, and document review were the primary research tools. The results showed that most faculties accommodated to across-the-board cutbacks, but opposed and resisted selective termination, generally regarded as a crisis situation. One political benefit of accommodating was that little new behavior was required and faculties could remain focused on their primary value, clinical teachings. Efforts to alter college budget policy, on the other hand, required a level of governance participation to which few faculties were willing to commit, absent a crisis. The faculties targeted for layoffs orchestrated anti-termination campaigns to prevent the enactment or reduce the scope of the policy proposed

These three categories bring together authors who have had a reading of the unexpected emergency that occurred, pointing out different perspectives upon dynamics and relation caused by this situation, underlining how the isolation period has affected both the domestic and the urban sphere. Moreover, through drawings, photomontages and photographs, several authors gave a visual interpretation of the changed lives, spaces, and routines. All these contributions don\u2019t want to answer to the enormous problems brought by the pandemic. Rijkswaterstaat:Guardian of the Dutch Delta

Founded in 1798, Rijkswaterstaat, the Dutch government’s agency for infrastructural works, brought flood security, navigable waterways and highways to the Netherlands. It is an iconic institution within Dutch society, best known for its ‘battle against the water’. The Zuiderzee Works (1920–1968) and the Delta Works (1954–1997) brought worldwide acclaim. This chapter tells the story of a humble semi-military organization that developed into a formidable institution of civil engineers with a strong technocratic mission mystique. It also recounts the institutional crisis the agency experienced in the 1970s–1990s when it was too slow to adapt to major sociocultural and political changes. To ride the waves of change, it eventually developed several proactive adaptation strategies and reinvented its mission mystique in managerial terms. Adaptation to climate change now presents another key challenge, for which Rijkswaterstaat will have to develop a new ‘social license to operate’
