    Innovative technology includes LTE connected drones with payloads, portable LTE network and portable data center for data analysis and storage for emergency and rescue situations. Portable LTE network can be set up anywhere even where the network does not exist which helps rescuers to get information at the right time to save the lives from disaster. Disasters are unpredictable and might affect the infrastructures and put the lives into danger. In such a scenario, an innovative technical solution is useful to save time during the critical period where life and death of people depend on a fraction of second. A literature review identified different phases of disaster management and showed a use case of drones and LTE network, challenges and solutions in natural disaster situations The thesis presents the Nokia Saving lives (NSL) case which includes the analysis of Nokia innovative technical solution to manage the disaster which was deployed in the Philippines live demo on 23rd Nov 2018. This research also shows how three different parties (Nokia, Smart and Philippine Red Cross) collaborate together with their own expertise to manage the disaster. The use case of LTE connected drones and portable LTE network was developed based on mixed research approach (both qualitative and quantitative) to develop a framework for organizations to manage the disaster by using the Nokia portable technology. The deeper understanding of real-time data from LTE connected drones in support of portable LTE network will further enable humanitarian actors and other non-governmental organizations to take effective measures in the disaster relief operations

    Hospital ships adrift? Part 1: A systematic literature review characterizing US Navy hospital ship humanitarian and disaster response, 2004-2012.

    Background: United States foreign policy is tied extensively to health initiatives, many related to the use of military assets. Despite substantial resource investment by the US Department of Defense (DoD) in hospital ship humanitarian assistance and disaster response missions, the impact of this investment is unclear. Methods: A systematic literature review of both peer-reviewed and grey literature using eight databases representing the international community and multiple sectors was conducted. Data on the characteristics of missions directly related to US Navy hospital ship humanitarian assistance and disaster response from 2004-2012 were extracted and documented. Results: Of the 1445 sources reviewed, a total of 43 publications met criteria for review. Six (13.9%) met empirical documentation criteria and 37 (86.0%) were considered nonempirical expert opinions and anecdotal accounts that were primarily descriptive in nature. Overall, disaster response accounted for 67.4% (29/43) and humanitarian assistance 25.6% (11/43). Public and private sector participants produced 79.0% (34/43) and 20.9% (9/43) of the publications respectively. Of private sector publications, 88.9% (8/9) focused on disaster response compared to 61.8% (21/34) from the public sector. Of all publications meeting inclusion criteria, 81.4% (35/43) focused on medical care, 9.3% (4/43) discussed partnerships, 4.7% (2/43) training, and 4.7% (2/43) medical ethics and strategic utilization. No primary author publications from the diplomatic, development, or participating host nations were identified. One (2.3%) of the 43 publications was from a partner nation participant. Discussion: Without rigorous research methods yielding valid and reliable data-based information pertaining to Navy hospital ship mission impact, policy makers are left with anecdotal reports to influence their decision-making processes. This is inadequate considering the frequency of hospital ship deployments used as a foreign policy tool and the considerable funding that is involved in each mission. Future research efforts should study empirically the short- and long-term impacts of hospital ship missions in building regional and civil-military partnerships while meeting the humanitarian and disaster response needs of host nation populations

    Supply Chain Management Models To Improve The Impact Of Orthopaedic Equipment Donations

    More than any other surgical subspecialty, orthopaedic surgery relies heavily on the use of implants and instruments, particularly in the provision of trauma related orthopaedic injuries, which are increasingly prevalent in low-income countries (LICs). The current international response to improving musculoskeletal care in LICs, is primarily geared towards increasing the donation of supplies used in orthopaedic surgical procedures. This study outlines the current response, and assesses the supply chain component of international aid efforts to improve fracture care. It then explores this component with a goal of determining how a sustainable source of functional implants can be delivered to skilled surgeons, to maximize the synergy of appropriate training and proper equipment towards delivering safe, simple and cost effective orthopaedic care in resource poor settings. There are two hypotheses: The first claims that the creation of a `coordinating unit\u27 authorized to manage the supply donation process and the stakeholders involved, will improve the delivery of musculoskeletal care in LICs. The second claims that the implementation of a virtual and physical supply chain platform will improve the delivery of musculoskeletal care in LICs. The hypotheses propose that a correlation exists between optimization of the donation process and the achievement of improved delivery of musculoskeletal care. The research methodology is qualitative, consisting of interviews and observations, field research, literature reviews and case studies. Study findings reveal that conducting local needs assessments, helping recipients identify and communicate demands, and confirming the presence of adequate local infrastructure and workforce capacity to receive and utilize donated equipment, are essential steps that should be executed prior to the deployment of donations, both within disaster and non- disaster contexts. In addition findings indicate that investment in logistical platforms and supply chains to manage donations, and establishment of a central coordinating unit to link stakeholders and information exchange, are highly instrumental in optimizing the provision of supplies and thus the delivery of orthopaedic care. The study results support the hypothesis that a `coordinating unit\u27 can provide a standard approach towards assessing need, capacity, and resource inventory, and can coordinate stakeholders in a manner that maximizes the use of individual and corporate donations, and supports the surgical capabilities of surgeons and healthcare workers delivering musculoskeletal care in LICs

    Exploring Emergency Communication Experiences in Response to the 2010 Haiti Earthquake: Lessons Learned from International Donors and Local Government Agencies

    Background: In almost every disaster situation, the use of standardized communication procedures among humanitarian relief agencies has been identified as one of the efficient practices to minimize the mismanagement of resources and thus to maximize the response effort among actors to reduce the incidence impact on the public and to increase their resilience capabilities. Agencies have access to several guidelines to follow during domestic disasters, but there have been very few manuals developed to guide relief organizations on best practices during international large and complex natural disasters such as the 2010 Haiti earthquake. Haiti has experienced over its history several years of natural disasters, political, social-economic instability and recently has been devastated by one of the worst earthquakes that humanity has ever known. Methods and Findings After the 7.1 earthquakes on January 12, 2010, it was reported that over 10,000 relief agencies, nonprofit organizations had deployed their staff for a short or a long term period to support the response and recovery effort. In order to explore the communication experiences and patterns of local and international agencies, a qualitative research study was administered, consisting of conducting semi-structured phone interviews with seventeen (17) respondents who participated in the complex humanitarian response in Haiti six years ago, using an eight question interview between February 4th and March 6th, 2016. Data and information captured through the interview process were used to document the communication process systematically, the strengths and limitations, the lessons learned and recommendations provided by the respondents. Snowball sampling was used to identify and recruit participants who have traveled as emergency medical specialists or whose responsibilities helped with the coordination of the response. Interviews were conducted in English or French and Haitian Creole depending on the participant’s linguistic preference and country of citizenship. Interview transcripts, notes and codes were analyzed using key themes proposed as a framework for the study. Conclusion: Emergency response should not add more burden and responsibilities to government officials’ countries significantly affected by natural disasters and should not cause distress to the affected communities. Rapid response is thus needed but should be efficiently coordinated to avoid wasted supplies, untrained staff and an influx of inexperienced international agencies in a complex and resource limited environment. The absence of a national response plan, the lack leadership and guidance from the Haitian government have been perceived as a sign of weakness by almost all local and international relief agencies and the negative aftermath of the disaster has been exacerbated by the thousands of small organizations that came looking for visibility and ultimately undermined the quality and timeliness of the response.     Characterizing Logistics Operations Within a Federal Staging Area for Hurricane Response: A Qualitative Analysis of Federal, State and Local Perspectives

    A successful deployment of logistics operations following a disaster is a collective contribution of federal, state, and local entities to ascertain an efficient and effective response. This research analyzes data from interviews with disaster response logistics experts from these entities. The objective is to investigate the information sources and planning processes used in these organizations to plan vehicle routes for critical resource deliveries to impacted areas. Special attention is directed to the impacts of incomplete knowledge of infrastructure status, such as road disruptions due to debris or flooding. Supported by both qualitative and quantitative evidence, the study finds that incomplete knowledge of infrastructure status poses serious critical transportation risks such as delivery delays in disaster relief distribution. This research reveals both similarities and differences in logistical decision-making among these organization types and emphasizes the need for improved information sharing and coordination among emergency response organizations. The findings of this research are expected to guide future initiatives aimed at disaster relief routing thereby enhancing emergency response capabilities and outcomes

    Developing a Framework for Stigmergic Human Collaboration with Technology Tools: Cases in Emergency Response

    Information and Communications Technologies (ICTs), particularly social media and geographic information systems (GIS), have become a transformational force in emergency response. Social media enables ad hoc collaboration, providing timely, useful information dissemination and sharing, and helping to overcome limitations of time and place. Geographic information systems increase the level of situation awareness, serving geospatial data using interactive maps, animations, and computer generated imagery derived from sophisticated global remote sensing systems. Digital workspaces bring these technologies together and contribute to meeting ad hoc and formal emergency response challenges through their affordances of situation awareness and mass collaboration. Distributed ICTs that enable ad hoc emergency response via digital workspaces have arguably made traditional top-down system deployments less relevant in certain situations, including emergency response (Merrill, 2009; Heylighen, 2007a, b). Heylighen (2014, 2007a, b) theorizes that human cognitive stigmergy explains some self-organizing characteristics of ad hoc systems. Elliott (2007) identifies cognitive stigmergy as a factor in mass collaborations supported by digital workspaces. Stigmergy, a term from biology, refers to the phenomenon of self-organizing systems with agents that coordinate via perceived changes in the environment rather than direct communication. In the present research, ad hoc emergency response is examined through the lens of human cognitive stigmergy. The basic assertion is that ICTs and stigmergy together make possible highly effective ad hoc collaborations in circumstances where more typical collaborative methods break down. The research is organized into three essays: an in-depth analysis of the development and deployment of the Ushahidi emergency response software platform, a comparison of the emergency response ICTs used for emergency response during Hurricanes Katrina and Sandy, and a process model developed from the case studies and relevant academic literature is described

    Enhancing Geospatial Preparedness for Disaster Management through the work of development organisations

    A thesis submitted in partial fulfillment of the requirements for the degree of Doctor in Information Management, specialization in Geographic Information SystemsDepending on the complexity of a disaster and the local capacities, international organizations and multidisciplinary response teams might be involved in the response. Geographic Information Systems (GIS) are used for coordination and information sharing. However, geospatial preparedness is necessary: reliable up to date geodata, tools, and people with the knowledge to use those tools. In least-developed countries the lack of geospatial preparedness, particularly geospatial pre-disaster information, hinders disaster response. In those places, the United Nations Office for the Coordination of Humanitarian Affairs creates a framework for cooperation with the Coordinated Data Scramble Initiative where Information Management Officers (IMOs) from different organisations are supported by volunteers and technical communities to provide ad-hoc datasets and infrastructure to use GIS. Nevertheless, long-term solutions are needed. Before the disaster, Non-Governmental Organizations (NGOs) might already be using GIS to implement development projects. Based on the theoretical concept of disaster management and development as a learning circle, this investigation proposes the engagement of development NGOS working in disaster-prone areas to enhance geospatial preparedness. The research was based on a multi-method approach including the study of the body of literature, authoritative reports, and repositories and databases, monitorization of the tools used during responses to real emergencies, and semi-structured interviews to IMOs. Finally, the study concluded with an online survey with a worldwide sample of more than 200 development NGOs. The result show that disaster response requires reliable and up to date geodata which is not always the case. Humanitarian missions often rely on OpenStreetMap as a source of information to overcome this limitation. Therefore, improving OpenStreetMap would improve geospatial preparedness. Many development NGOs use digital geographic information, mostly open-data. They could indeed improve geospatial preparedness allowing community empowerment while conveying relevant pre-disaster datasets to the humanitarian missions. This bottom-up approach would allow for the inclusion of information relevant to the community in the disaster response decision-making process. There is, however, a limitation; most of these development NGOs are not familiar with the platform used by the humanitarian community (i.e., OpenStreetMap). Therefore, the sustainability of this synergic approach requires further harmonization between development and humanitarian organizations working for the wellbeing of the same communitie

    Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio
