    Decision Management Process Improvement Project

    A Project Submitted in Partial Fulfillment of the Requirements for the Degree of MASTER OF SCIENCE in Project ManagementIt has become all too common that questions are raised during the execution of a project pertaining to the decisions that were made early on. Without having maintained a concise, accessible record of project decisions, the project manager and team members would find it difficult to provide hard evidence as to how they got to this point and what impacts specific decisions had on the project’s trajectory. This paper introduces the Decision Management Process Improvement Project (DMPIP), which focuses on improving decision management process throughout the lifecycle of a project with the aim of adding value to project performance and helping obtain project success. This new tool was inspired due to a lack of appropriate methods involving complex projects at a local consulting firm. The process along with the tool is being added to the toolset of a local Consulting Firm. This Firm plans to introduce the tools and techniques to clients that will benefit from an increased Project Management maturity level with improvements to its decision-tracking processes and demonstration of downstream effects of important decisions. The final product is a contribution to the Project Management Body of Knowledge (PMBOK) in the form of creating a Project Decision Management knowledge area in the PMBOK format.     Integration of decision support systems to improve decision support performance

    Decision support system (DSS) is a well-established research and development area. Traditional isolated, stand-alone DSS has been recently facing new challenges. In order to improve the performance of DSS to meet the challenges, research has been actively carried out to develop integrated decision support systems (IDSS). This paper reviews the current research efforts with regard to the development of IDSS. The focus of the paper is on the integration aspect for IDSS through multiple perspectives, and the technologies that support this integration. More than 100 papers and software systems are discussed. Current research efforts and the development status of IDSS are explained, compared and classified. In addition, future trends and challenges in integration are outlined. The paper concludes that by addressing integration, better support will be provided to decision makers, with the expectation of both better decisions and improved decision making processes

    Integrated engineering environments for large complex products

    An introduction is given to the Engineering Design Centre at the University of Newcastle upon Tyne, along with a brief explanation of the main focus towards large made-to-order products. Three key areas of research at the Centre, which have evolved as a result of collaboration with industrial partners from various sectors of industry, are identified as (1) decision support and optimisation, (2) design for lifecycle, and (3) design integration and co-ordination. A summary of the unique features of large made-to-order products is then presented, which includes the need for integration and co-ordination technologies. Thus, an overview of the existing integration and co-ordination technologies is presented followed by a brief explanation of research in these areas at the Engineering Design Centre. A more detailed description is then presented regarding the co-ordination aspect of research being conducted at the Engineering Design Centre, in collaboration with the CAD Centre at the University of Strathclyde. Concurrent Engineering is acknowledged as a strategy for improving the design process, however design coordination is viewed as a principal requirement for its successful implementation. That is, design co-ordination is proposed as being the key to a mechanism that is able to maximise and realise any potential opportunity of concurrency. Thus, an agentoriented approach to co-ordination is presented, which incorporates various types of agents responsible for managing their respective activities. The co-ordinated approach, which is implemented within the Design Co-ordination System, includes features such as resource management and monitoring, dynamic scheduling, activity direction, task enactment, and information management. An application of the Design Co-ordination System, in conjunction with a robust concept exploration tool, shows that the computational design analysis involved in evaluating many design concepts can be performed more efficiently through a co-ordinated approach

    Managing at the Speed of Light: Improving Mission-Support Performance

    The House and Senate Energy and Water Development Appropriations Subcommittees requested this study to help DOE's three major mission-support organizations improve their operations to better meet the current and future needs of the department. The passage of the Recovery Act only increased the importance of having DOE's mission-support offices working in the most effective, efficient, and timely manner as possible. While following rules and regulations is essential, the foremost task of the mission-support offices is to support the department's mission, i.e., the programs that DOE is implementing, whether in Washington D.C. or in the field. As a result, the Panel offered specific recommendations to strengthen the mission-focus and improve the management of each of the following support functions based on five "management mandates":- Strategic Vision- Leadership- Mission and Customer Service Orientation- Tactical Implementation- Agility/AdaptabilityKey FindingsThe Panel made several recommendations in each of the functional areas examined and some overarching recommendations for the corporate management of the mission-support offices that they believed would result in significant improvements to DOE's mission-support operations. The Panel believed that adopting these recommendations will not only make DOE a better functioning organization, but that most of them are essential if DOE is to put its very large allocation of Recovery Act funding to its intended uses as quickly as possible

    Sustainable Strategic Urban Planning: Methodology for Urban Renovation At District Level

    Sustainable urban renovation is characterized by multiple factors (e.g. technical, socio-economic, environmental and ethical perspectives), different spatial scales and a number of administrative structures that should address the evaluation of alternative scenarios or solutions. This defines a complex decision problem that includes different stakeholders where several aspects need to be considered simultaneously. In spite of the knowledge and experiences during the recent years, there is a need of methods that lead the decision-making processes. In response, a methodology based on the global idea and implications of working towards a more sustainable and energy efficient cities as a holistic procedure for urban renovation at district level is proposed in the European Smart City project CITyFiED. The methodology has the energy efficiency as main pillar and the local authorities as client. It is composed of seven phases that ensures an effective dialogue among all the stakeholders, aiming to understand the objectives and needs of the city to define a set of Strategies for Sustainable Urban Renovation and their integration within the Strategic Urban Planning of the cities.This project has received funding from the European Union’s Seventh Programme for research, technological development and demonstration under grant agreement N° 609129.     Strengthening local government budgeting and accountability

    In many developing and middle-income countries, decentralization reforms are promoting changes in governance structures that are reshaping the relationship between local governments and citizens. The success of these decentralization reforms depends on the existence of sound public financial systems both at the central and local levels. This paper focuses on the role of budgeting as a critical tool in reform efforts, highlighting problems that might impede successful local government budget development and implementation. The attainment of effective local government accountability and transparency is not an end itself, but rather it represents the means to support better decision-making on national and local budgeting. Community based schemes for enhancing local government accountability need to combine legal, political, and administrative mechanisms with proactive community involvement.     The role of social media in the collaboration, interaction, co-creation and co-delivery of a social venture in an uncertain conflict environment

    This research case study examines the creation and development of a bottom-up social enterprise immediately after the outbreak of a civil war in an Arab country by a group of young patriots in the aftermath of the Arab Spring uprisings in the 2010s. Drawing on Linders’ (2012) model of social action lifecycle, our study examines how different actors become involved and co-created a socially entrepreneurial venture (SEV), how these actors contributed to the coproduction and co-delivery of the social actions (values) over time, and how social media play roles in these processes. Drawing from the empirical evidences of citizen co-production within the existing literature, we found that SEVs operate in very different ways in which the role of social media is critical, both from their equivalents operating in a penurious but stable environment, and those intending to pursue political action within a conflict situation. In our case study, social media was not intended for mass-mobilisation, but for selected mobilisation amongst those within the network. This is due to the insecure environment and the fear of infiltration from opposing parties. We also examine how new actors were, over time, being carefully screened and selected, and potential harmful existing players being excluded, which in turn contributed to the evolving nature of the social enterprises
