    Using a Model-driven Approach in Building a Provenance Framework for Tracking Policy-making Processes in Smart Cities

    The significance of provenance in various settings has emphasised its potential in the policy-making process for analytics in Smart Cities. At present, there exists no framework that can capture the provenance in a policy-making setting. This research therefore aims at defining a novel framework, namely, the Policy Cycle Provenance (PCP) Framework, to capture the provenance of the policy-making process. However, it is not straightforward to design the provenance framework due to a number of associated policy design challenges. The design challenges revealed the need for an adaptive system for tracking policies therefore a model-driven approach has been considered in designing the PCP framework.     A European research roadmap for optimizing societal impact of big data on environment and energy efficiency

    We present a roadmap to guide European research efforts towards a socially responsible big data economy that maximizes the positive impact of big data in environment and energy efficiency. The goal of the roadmap is to allow stakeholders and the big data community to identify and meet big data challenges, and to proceed with a shared understanding of the societal impact, positive and negative externalities, and concrete problems worth investigating. It builds upon a case study focused on the impact of big data practices in the context of Earth Observation that reveals both positive and negative effects in the areas of economy, society and ethics, legal frameworks and political issues. The roadmap identifies European technical and non-technical priorities in research and innovation to be addressed in the upcoming five years in order to deliver societal impact, develop skills and contribute to standardization.Comment: 6 pages, 2 figures, 1 tabl

    Digital built Britain: level 3 building information modelling - strategic plan

    [Ministerial Foreword] Construction is a sector where Britain has a strong competitive edge. We have world class capability in architecture, design and engineering and British companies are leading the way in delivering sustainable construction solutions. It is also a sector with considerable growth opportunities with the global construction sector forecast to grow by up to 70% by 2025. We are not starting from scratch. The Government in collaboration with industry has already committed to the Level 2 BIM programme as well as investing £220M in the development of a High Performance Computing programme and over £650M in the delivery of transformational high speed Broadband across the UK by 2015. We have a recent track record of world class construction deliveries such as the 2012 Olympics and Crossrail the largest construction project in Europe now reaching the half-way point. We have seen the global reaction to our Level 2 BIM programme’s successful delivery and significant cost savings which have greatly assisted the construction costs savings of £840M in 2013/4, with several major EU nations including France and Germany announcing similar BIM programmes. If we want to retain our strength in this economy we cannot stand by. We need concerted joint action from Government, Industry and Academia working in partnership toward the success of the sector and ensuring that benefits are felt across the rest of the economy. The Information Economy is transforming the way we live and work. It is crucial to our success on the global stage and to facing the challenges of urbanisation and globalisation that we grasp the opportunity that Digital Built Britain presents.     Governance in the age of social machines: the web observatory

    The World Wide Web has provided unprecedented access to information; as humans and machines increasingly interact with it they provide more and more data. The challenge is how to analyse and interpret this data within the context that it was created, and to present it in a way that both researchers and practitioners can more easily make sense of. The first step is to have access to open and interoperable data sets, which Governments around the world are increasingly subscribing to. But having ‘open’ data is just the beginning and does not necessarily lead to better decision making or policy development. This is because data do not provide the answers – they need to be analysed, interpreted and understood within the context of their creation, and the business imperative of the organisation using them. The major corporate entities, such as Google, Amazon, Microsoft, Apple and Facebook, have the capabilities to do this, but are driven by their own commercial imperatives, and their data are largely siloed and held within ‘walled gardens’ of information. All too often governments and non-profit groups lack these capabilities, and are driven by very different mandates. In addition they have far more complex community relationships, and must abide by regulatory constraints which dictate how they can use the data they hold. As such they struggle to maximise the value of this emerging ‘digital currency’ and are therefore largely beholden to commercial vendors. What has emerged is a public-private data ecosystem that has huge policy implications (including the twin challenges of privacy and security). Many within the public sector lack the skills to address these challenges because they lack the literacy required within the digital context. This project seeks to address some of these problems by bringing together a safe and secure Australian-based data platform (facilitating the sharing of data, analytics and visualisation) with policy analysis and governance expertise in order to create a collaborative working model of a ‘Government Web Observatory’. This neutral space, hosted by an Australian university, can serve as a powerful complement to existing Open Data initiatives in Australia, and enable research and education to combine to support the development of a more digitally literate public service. The project aims to explore where, and in which contexts, people, things, data and the Internet meet and result in evolving observable phenomena which can inform better government policy development and service delivery.&nbsp

    Data-driven urban management: Mapping the landscape

    Big data analytics and artificial intelligence, paired with blockchain technology, the Internet of Things, and other emerging technologies, are poised to revolutionise urban management. With massive amounts of data collected from citizens, devices, and traditional sources such as routine and well-established censuses, urban areas across the world have – for the first time in history – the opportunity to monitor and manage their urban infrastructure in real-time. This simultaneously provides previously unimaginable opportunities to shape the future of cities, but also gives rise to new ethical challenges. This paper provides a transdisciplinary synthesis of the developments, opportunities, and challenges for urban management and planning under this ongoing ‘digital revolution’ to provide a reference point for the largely fragmented research efforts and policy practice in this area. We consider both top-down systems engineering approaches and the bottom-up emergent approaches to coordination of different systems and functions, their implications for the existing physical and institutional constraints on the built environment and various planning practices, as well as the social and ethical considerations associated with this transformation from non-digital urban management to data-driven urban management
