    Community based organizations, funders, and intermediary organizations working in the community development field have a shared interest in building stronger organizations and stronger communities. Through evaluation these organizations can learn how their programs and activities contribute to the achievement of these goals, and how to improve their effectiveness and the well-being of their communities. Yet, evaluation is rarely seen as part of a non-judgemental organizational learning process. Instead, the term "evaluation" has often generated anxiety and confusion.     Over the past three years, the Joint Learning Network for Universal Health Coverage (JLN) has become a well-established practitioner-to-practitioner network of countries at the forefront of the global movement toward universal health coverage (UHC) . Now that the JLN has been active for a few years, many involved in the JLN felt that it was an appropriate time to assess what has been achieved to date and develop a roadmap for the future.In December 2012, the Rockefeller Foundation engaged Pact, an independent NGO that specializes in community engagement and networks, to conduct an independent strategic review of the JLN's value proposition, mechanisms for engaging members, and decision-making structures. Pact sampled each stakeholder group in the JLN by administering an online member survey and conducting a series of in-person interviews to gather perspectives from across the community and gain a deeper understanding of how each group contributes to the JLN's goals.One hundred and four JLN members -- a 45 percent response rate -- responded to the member survey and 27 stakeholders participated in semi-structured interviews. The results provided useful information about JLN members and how they are applying knowledge acquired through network activities in their own context

    The State of Adaptation in the United States: An Overview

    Over the past two decades the adaptation landscape has changed dramatically. From its early days as a vague theoretical concept, which was often viewed as a threat to advocating for the reduction of greenhouse gas emissions, it has developed into a widely, albeit not universally, recognized governmental mandate to reduce societal vulnerability to climate change. While it is important to appreciate the progress that we are making on this issue, it is impossible to ignore the urgent need to do more. Smart investment can be made by reflecting on what is already underway in order to determine where to build on existing efforts and where to innovate new approaches to fill the gaps in the path forward. In this report we provide illustrative examples of the variety of work on climate change adaptation that is underway in the United States. This is by no means an exhaustive survey of the field; however it does provide insight into the dominant focus of work to date, the resultant gaps, and the opportunities available for advancing this essential aspect of sustainability. We focus on four areas of activity -- agriculture, natural resources, human communities, and policy. The general trends relevant to these sectors can be applied more broadly to other sectors and countries. Adaptation can be thought of as a cycle of activities that ultimately -- if successful -- reduces vulnerability to climate change. This process starts with identifying the impacts of climate change to determine the types of problems climate change might pose. This includes all of the research on the causes and the global, regional, and local manifestations of climate change, often referred to as impacts assessments

    This book draws on a wide range of evidence to explore the facts about the relationship between substance misuse and domestic violence and their effect on children, and examines the response of children's services when there are concerns about the safety and welfare of children. It reveals the vulnerability of these children and the extent to which domestic violence, parental alcohol or parental drug misuse impact on children's health and development, affect the adults' capacity to undertake key parenting tasks, and influence the response of wider family and the community. It includes parents' own voices and allows them to explain what help they feel would best support families in similar situations. The authors explore the extent to which current local authority plans, procedures, joint protocols and training support information sharing and collaborative working. Emphasising the importance of an holistic inter-agency approach to assessment, planning and service provision, the authors draw from the findings implications for policy and practice in both children and adult services

Prior to a violent offender framework being implemented, an audit of existing numbers, staffing, budgetary and other resources should be undertaken across the Community Justice Authorities to ascertain projected needs
