    Aspiration Based Decision Analysis and Support Part I: Theoretical and Methodological Backgrounds

    In the interdisciplinary and intercultural systems analysis that constitutes the main theme of research in IIASA, a basic question is how to analyze and support decisions with help of mathematical models and logical procedures. This question -- particularly in its multi-criteria and multi-cultural dimensions -- has been investigated in System and Decision Sciences Program (SDS) since the beginning of IIASA. Researchers working both at IIASA and in a large international network of cooperating institutions contributed to a deeper understanding of this question. Around 1980, the concept of reference point multiobjective optimization was developed in SDS. This concept determined an international trend of research pursued in many countries cooperating with IIASA as well as in many research programs at IIASA -- such as energy, agricultural, environmental research. SDS organized since this time numerous international workshops, summer schools, seminar days and cooperative research agreements in the field of decision analysis and support. By this international and interdisciplinary cooperation, the concept of reference point multiobjective optimization has matured and was generalized into a framework of aspiration based decision analysis and support that can be understood as a synthesis of several known, antithetical approaches to this subject -- such as utility maximization approach, or satisficing approach, or goal -- program -- oriented planning approach. Jointly, the name of quasisatisficing approach can be also used, since the concept of aspirations comes from the satisficing approach. Both authors of the Working Paper contributed actively to this research: Andrzej Wierzbicki originated the concept of reference point multiobjective optimization and quasisatisficing approach, while Andrzej Lewandowski, working from the beginning in the numerous applications and extensions of this concept, has had the main contribution to its generalization into the framework of aspiration based decision analysis and support systems. This paper constitutes a draft of the first part of a book being prepared by these two authors. Part I, devoted to theoretical foundations and methodological background, written mostly by Andrzej Wierzbicki, will be followed by Part II, devoted to computer implementations and applications of decision support systems based on mathematical programming models, written mostly by Andrzej Lewandowski. Part III, devoted to decision support systems for the case of subjective evaluations of discrete decision alternatives, will be written by both authors

    Strict General Setting for Building Decision Procedures into Theorem Provers

    The efficient and flexible incorporating of decision procedures into theorem provers is very important for their successful use. There are several approaches for combining and augmenting of decision procedures; some of them support handling uninterpreted functions, congruence closure, lemma invoking etc. In this paper we present a variant of one general setting for building decision procedures into theorem provers (gs framework [18]). That setting is based on macro inference rules motivated by techniques used in different approaches. The general setting enables a simple describing of different combination/augmentation schemes. In this paper, we further develop and extend this setting by an imposed ordering on the macro inference rules. That ordering leads to a ”strict setting”. It makes implementing and using variants of well-known or new schemes within this framework a very easy task even for a non-expert user. Also, this setting enables easy comparison of different combination/augmentation schemes and combination of their ideas

    Separation Framework: An Enabler for Cooperative and D2D Communication for Future 5G Networks

    Soaring capacity and coverage demands dictate that future cellular networks need to soon migrate towards ultra-dense networks. However, network densification comes with a host of challenges that include compromised energy efficiency, complex interference management, cumbersome mobility management, burdensome signaling overheads and higher backhaul costs. Interestingly, most of the problems, that beleaguer network densification, stem from legacy networks' one common feature i.e., tight coupling between the control and data planes regardless of their degree of heterogeneity and cell density. Consequently, in wake of 5G, control and data planes separation architecture (SARC) has recently been conceived as a promising paradigm that has potential to address most of aforementioned challenges. In this article, we review various proposals that have been presented in literature so far to enable SARC. More specifically, we analyze how and to what degree various SARC proposals address the four main challenges in network densification namely: energy efficiency, system level capacity maximization, interference management and mobility management. We then focus on two salient features of future cellular networks that have not yet been adapted in legacy networks at wide scale and thus remain a hallmark of 5G, i.e., coordinated multipoint (CoMP), and device-to-device (D2D) communications. After providing necessary background on CoMP and D2D, we analyze how SARC can particularly act as a major enabler for CoMP and D2D in context of 5G. This article thus serves as both a tutorial as well as an up to date survey on SARC, CoMP and D2D.     Cooperative sensing of spectrum opportunities

    Reliability and availability of sensing information gathered from local spectrum sensing (LSS) by a single Cognitive Radio is strongly affected by the propagation conditions, period of sensing, and geographical position of the device. For this reason, cooperative spectrum sensing (CSS) was largely proposed in order to improve LSS performance by using cooperation between Secondary Users (SUs). The goal of this chapter is to provide a general analysis on CSS for cognitive radio networks (CRNs). Firstly, the theoretical system model for centralized CSS is introduced, together with a preliminary discussion on several fusion rules and operative modes. Moreover, three main aspects of CSS that substantially differentiate the theoretical model from realistic application scenarios are analyzed: (i) the presence of spatiotemporal correlation between decisions by different SUs; (ii) the possible mobility of SUs; and (iii) the nonideality of the control channel between the SUs and the Fusion Center (FC). For each aspect, a possible practical solution for network organization is presented, showing that, in particular for the first two aspects, cluster-based CSS, in which sensing SUs are properly chosen, could mitigate the impact of such realistic assumptions

    Cooperative Purchasing Micro-Evolutions: A Longitudinal International Study

    This paper deals with the evolution of relatively young purchasing groups. Although previous research focussed on macro-evolutionary phases of purchasing groups, no attention has yet been paid to the intra-phase developments, the so-called ‘micro-evolutions’. Insight into micro-evolutions is crucial to better understand how purchasing groups (can) develop over time. We conducted three in-depth case studies in different countries and identified five dimensions of micro-evolutions: member relationships, objectives, activities, organisation, and resources. For each dimension, we provide an overview of micro-evolutions to guide purchasing groups in developing the dimension. We conclude that the dimension ‘activities’ is very important and that purchasing groups do not have to develop the dimensions simultaneously

    Why Don't Foreign Firms Cooperate in U.S. Antidumping Investigations?: An Emperical Analysis

    Foreign firms face punitive duties if they do not cooperate with the US Department of Commerce (DOC) in antidumping procedures. For example, 37% of all foreign firms involved in antidumping investigations in the US chose faced “facts available” margins for the 1995-2002 period, with average antidumping duties of 31% for cooperating foreign firms, compared to 87% for those who do not. The existing literature has focused on how DOC discretion has led to foreign firm non-cooperation. This paper instead examines individual foreign firm’s decisions about whether to cooperate during this same period. We find evidence that non-cooperation is consistent with a model of foreign firms rationally choosing not to cooperate, rather than solely as a result of investigating authority bias against imports.antidumping, commercial policy, trade policy, facts available
