    Vehicular Crowdsourcing for Congestion Support in Smart Cities

    Under present-day practices, the vehicles on our roadways and city streets are mere spectators that witness traffic-related events without being able to participate in the mitigation of their effect. This paper lays the theoretical foundations of a framework for harnessing the on-board computational resources in vehicles stuck in urban congestion in order to assist transportation agencies with preventing or dissipating congestion through large-scale signal re-timing. Our framework is called VACCS: Vehicular Crowdsourcing for Congestion Support in Smart Cities. What makes this framework unique is that we suggest that in such situations the vehicles have the potential to cooperate with various transportation authorities to solve problems that otherwise would either take an inordinate amount of time to solve or cannot be solved for lack for adequate municipal resources. VACCS offers direct benefits to both the driving public and the Smart City. By developing timing plans that respond to current traffic conditions, overall traffic flow will improve, carbon emissions will be reduced, and economic impacts of congestion on citizens and businesses will be lessened. It is expected that drivers will be willing to donate under-utilized on-board computing resources in their vehicles to develop improved signal timing plans in return for the direct benefits of time savings and reduced fuel consumption costs. VACCS allows the Smart City to dynamically respond to traffic conditions while simultaneously reducing investments in the computational resources that would be required for traditional adaptive traffic signal control systems

    Succeeding with Smart People Initiatives: Difficulties and Preconditions for Smart City Initiatives that Target Citizens

    Smart City is a paradigm for the development of urban spaces through the implementation of state-of-the-art ICT. There are two main approaches when developing Smart Cities: top-down and bottom-up. Based on the bottom-up approach, the concepts of Smart People and Smart Communities have emerged as dimensions of the Smart City, advocating for the engagement of citizens in Smart People initiatives. The aim of this research is both to find the types of Smart People initiatives and to identify their difficulties and preconditions for success. However, such initiatives that aim to (1) leverage the citizens intellectually and (2) use citizens as a source of input for ideas and innovation, are understudied. Therefore, this research proposes a concentrated framework of Smart People initiatives from an extensive literature review. On one hand, this framework contributes with a common ground and vocabulary that facilitates the dialogue within and between practitioners and academia. On the other hand, the identification of difficulties and preconditions guides the academia and practitioners in how to successfully account for citizens in the Smart City. From the literature review and the conduct of case studies of five European cities, participation came out as the key difficulty across both types of Smart People initiatives and cases, closely followed by awareness, motivation and complexity

    Citizen empowerment and innovation in the data-rich city

    A Survey of Enabling Technologies for Smart Communities

    In 2016, the Japanese Government publicized an initiative and a call to action for the implementation of a Super Smart Society announced as Society 5.0. The stated goal of Society 5.0 is to meet the various needs of the members of society through the provisioning of goods and services to those who require them, when they are required and in the amount required, thus enabling the citizens to live an active and comfortable life. In spite of its genuine appeal, details of a feasible path to Society 5.0 are conspicuously missing. The first main goal of this survey is to suggest such an implementation path. Specifically, we define a Smart Community as a human-centric entity where technology is used to equip the citizenry with information and services that they can use to inform their decisions. The arbiter of this ecosystem of services is a Marketplace of Services that will reward services aligned with the wants and needs of the citizens, while discouraging the proliferation of those that are not. In the limit, the Smart Community we defined will morph into Society 5.0. At that point, the Marketplace of Services will become a platform for the co-creation of services by a close cooperation between the citizens and their government. The second objective and contribution of this survey paper is to review known technologies that, in our opinion, will play a significant role in the transition to Society 5.0. These technologies will be surveyed in chronological order, as newer technologies often extend old technologies while avoiding their limitations

    Citizen science in China’s water resources monitoring: current status and future prospects

    The global challenges of sustainability are encapsulated in the UN Sustainable Development Goals (SDGs), to which 193 member states are committed. However, a key challenge remains in identifying appropriate methods, indicators, and the ability to monitor progress towards these 2030 Agenda goals. Citizen Science (CS), as a scientific activity in which non-professionals voluntarily participate and cooperate with experts, has been used in Western countries to meet this challenge. Whether it also applies to achieving the SDGs of Asian countries like China is a question that needs to be answered with evidence. On this basis, the tasks of this study are twofold: first, through a literature review, we identify CS projects relevant to water that are happening in China; Second, we analyse the selected projects from three dimensions (scientific, participant, socio-ecological and economic) under an adjusted CS evaluation framework to determine their suitability in China. The results show that at least 19 water-related citizen science projects emerged in China since 2005, most of which are dedicated to improving water quality, with a few focusing on biodiversity monitoring. Multiple stakeholders, including non-governmental (NGO)/non-profit (NPO) organisations, academic institutions, governments and companies participate in these activities, with NGOs accounting for the most. CS has not expanded rapidly in the past 15 years, but most of the projects are still active, which shows the possibility of CS’s further development in China after a good strategic framework has been formulated

    Open and collaborative innovation for the energy transition: An exploratory study

    This work aimed at investigating how electricity sector companies have adapted their approaches to innovation in response to calls for openness and the participation of new actors. It combined results from academic and grey literature as well as real-world initiatives to identify companies' strategies to innovation. A systematic literature review was conducted, aided by the development of an ontology of collaborative and open approaches to innovation. These approaches were associated with four main aspects: open innovation, business model innovation, non-producer innovation, and the open movement. Among the main findings, it can be highlighted that, although partnerships, alliances, and co-development are now quite common, electricity sector companies have just started to participate in open data and open-source initiatives. Outbound innovation is less common compared to inbound practices. Co-creation, co-design, and crowdsourcing reflect the inclusion of communities in the ideation of transition pathways, even though in a limited manner. The inclusion of civil society is also emphasized in the development of alternative partnerships and user innovation. Challenges that accompany the implementation of collaborative and open approaches to innovation are varied and contingent on local circumstances, which emphasizes the relevance of international partnerships for the energy transition.his work was supported by FCT – Fundação para a Ciência e Tecnologia within the R&D Units Project Scope: UIDB/00319/2020

    Identifying success factors in crowdsourced geographic information use in government

    Crowdsourcing geographic information in government is focusing on projects that are engaging people who are not government officials and employees in collecting, editing and sharing information with governmental bodies. This type of projects emerged in the past decade, due to technological and societal changes - such as the increased use of smartphones, combined with growing levels of education and technical abilities to use them by citizens. They also flourished due to the need for updated data in relatively quick time when financial resources are low. They range from recording the experience of feeling an earthquake to recording the location of businesses during the summer time. 50 cases of projects in which crowdsourced geographic information was used by governmental bodies across the world are analysed. About 60% of the cases were examined in 2014 and in 2017, to allow for comparison and identification of success and failure. The analysis looked at different aspects and their relationship to success: the drivers to start a project; scope and aims; stakeholders and relationships; inputs into the project; technical and organisational aspect; and problems encountered. The main key factors of the case studies were analysed with the use of Qualitative Comparative Analysis (QCA) which is an analytical method that combines quantitative and qualitative tools in sociological research. From the analysis, we can conclude that there is no “magic bullet” or a perfect methodology for a successful crowdsourcing in government project. Unless the organisation has reached maturity in the area of crowdsourcing, identifying a champion and starting a project that will not address authoritative datasets directly is a good way to ensure early success and start the process of organisational learning on how to run such projects. Governmental support and trust is undisputed. If the choice is to use new technologies, this should be accompanied by an investment of appropriate resources within the organisation to ensure that the investment bear fruits. Alternatively, using an existing technology that was successful elsewhere and investing in training and capacity building is another path for success. We also identified the importance of intermediary Non-Governmental Organizations (NGOs) with the experience and knowledge in working with crowdsourcing within a partnership. These organizations have the knowledge and skills to implement projects at the boundary between government and the crowd, and therefore can offer the experience to ensure better implementation. Changes and improvement of public services, or a focus on environmental monitoring can be a good basis for a project. Capturing base mapping is a good point to start, too.
