    Creativity and the Brain

    Neurocognitive approach to higher cognitive functions that bridges the gap between psychological and neural level of description is introduced. Relevant facts about the brain, working memory and representation of symbols in the brain are summarized. Putative brain processes responsible for problem solving, intuition, skill learning and automatization are described. The role of non-dominant brain hemisphere in solving problems requiring insight is conjectured. Two factors seem to be essential for creativity: imagination constrained by experience, and filtering that selects most interesting solutions. Experiments with paired words association are analyzed in details and evidence for stochastic resonance effects is found. Brain activity in the process of invention of novel words is proposed as the simplest way to understand creativity using experimental and computational means. Perspectives on computational models of creativity are discussed

    Transferring Collective Knowledge: Collective and Fragmented Teaching and Learning in the Chinese Auto Industry

    Collective knowledge, consisting of tacit group-embedded knowledge, is a key element of organizational capabilities. This study undertakes a multiple-case study of the transfer of collective knowledge, guided by a set of tentative constructs and propositions derived from organizational learning theory. By focusing on the group-embeddedness dimension of collective knowledge, we direct our attention to the source and recipient communities. We identify two sets of strategic choices concerning the transfer of collective knowledge: collective vs. fragmented teaching, and collective vs. fragmented learning. The empirical context of this study is international R&D capability transfer in the Chinese auto industry. From the case evidence, we find the expected benefits of collective teaching and collective learning, and also discover additional benefits of these two strategies, including the creation of a bridge network communication infrastructure. The study disclosed other conditions underlying the choice of strategies of transferring collective knowledge, including transfer effort and the level of group-embeddedness of the knowledge to be taught or re-embedded. The paper provides a group-level perspective in understanding organizational capabilities, as well as a set of refined constructs and propositions concerning strategic choices of transferring collective knowledge.     Space and biotechnology: An industry profile

    The results of a study conducted by the Center for Space and Advanced Technology (CSAT) for NASA-JSC are presented. The objectives were to determine the interests and attitudes of the U.S. biotechnology industry toward space biotechnology and to prepare a concise review of the current activities of the biotechnology industry. In order to accomplish these objectives, two primary actions were taken. First, a questionnaire was designed, reviewed, and distributed to U.S. biotechnology companies. Second, reviews of the various biotechnology fields were prepared in several aspects of the industry. For each review, leading figures in the field were asked to prepare a brief review pointing out key trends and current industry technical problems. The result is a readable narrative of the biotechnology industry which will provide space scientists and engineers valuable clues as to where the space environment can be explored to advance the U.S. biotechnology industry

    This paper discusses the possibilities for broad-based IT-led economic growth in India, including increasing value-added, using better telecom links to capture more benefits domestically through offshore development for developed country firms, greater spillovers to the local economy, broadening the IT industry with production of telecom access devices, improving the functioning of the economy through a more extensive and denser communications network, and improving governance. We also examine the policy environment, arguing that government policy is better focused on removing labor market distortions and infrastructure constraints, rather than providing output or export subsidies to the software industry.information technology, software, complementarities, telecommunications
