Providing REDUCE more easily

REDUCE is a widely used algebraic system, largely because of its small size, and ready availability. As new versions of REDUCE become available and with it new facilities the advantage of smallness is being lost. At the same time there are new types of computers appearing, and there is a need for rapid implementation of REDUCE to deliver applications to users.
