    Implicit personalization in driving assistance: State-of-the-art and open issues

    In recent decades, driving assistance systems have been evolving towards personalization for adapting to different drivers. With the consideration of driving preferences and driver characteristics, these systems become more acceptable and trustworthy. This article presents a survey on recent advances in implicit personalized driving assistance. We classify the collection of work into three main categories: 1) personalized Safe Driving Systems (SDS), 2) personalized Driver Monitoring Systems (DMS), and 3) personalized In-vehicle Information Systems (IVIS). For each category, we provide a comprehensive review of current applications and related techniques along with the discussion of industry status, benefits of personalization, application prospects, and future focal points. Both relevant driving datasets and open issues about personalized driving assistance are discussed to facilitate future research. By creating an organized categorization of the field, we hope that this survey could not only support future research and the development of new technologies for personalized driving assistance but also facilitate the application of these techniques within the driving automation community</h2

    Seagrass and Aquatic Habitat Assessment Workshop Summary

    Seagrass communities are among the richest and most productive, photoautotrophic coastal systems in the world. They protect and improve water quality, provide shoreline stabilization, and are important habitats for an array of fish, birds, and other wildlife. Hence, much can be gained by protecting and restoring these important living resources. Human’s impact on these vital resources from population growth, pollution, and physical damage from boating and other activities can disrupt the growth of these seagrasses communities and have devastating effects on their health and vitality. Inventory and monitoring are required to determine the dynamics of seagrasses and devise better protection and restoration for these rich resources. The purpose of this seagrass workshop, sponsored by NOAA’s CSC , USGS, and FMRI, was to move toward greater objectivity and accuracy in seagrass mapping and monitoring. This workshop helped foster interaction and communication among seagrass professionals. In order to begin the process of determining the best uniform mapping process for the biological research community. Increasing such awareness among the seagrass and management communities, it is hoped that an improved understanding of the monitoring and mapping process will lead to more effective and efficient preservation os submerged aquatic vegetation.     Is the Water Sector Lagging behind Education and Health on Aid Effectiveness? Lessons from Bangladesh, Ethiopia and Uganda

    A study in three countries (Bangladesh, Ethiopia and Uganda) assessed progress against the Paris Principles for Aid Effectiveness (AE) in three sectors – water, health and education – to test the assumption that the water sector is lagging behind. The findings show that it is too simplistic to say that the water sector is lagging, although this may well be the case in some countries. The study found that wider governance issues are more important for AE than having in place sector-specific mechanics such as Sector-Wide Approaches alone. National political leadership and governance are central drivers of sector AE, while national financial and procurement systems and the behaviour of actors who have not signed up to the Paris Principles – at both national and global levels – have implications for progress that cut across sectors. Sectors and sub-sectors do nonetheless have distinct features that must be considered in attempting to improve sector-level AE. In light of these findings, using political economy approaches to better understand and address governance and strengthening sector-level monitoring is recommended as part of efforts to improve AE and development results in the water sector

    Health Care Coverage and Access for Children in Low-Income Families: Stakeholder Perspectives from California

    An important question to ask about any health care system is how well it serves children in low-income families. In California, the question raises much optimism, though there are continuing areas of concern. On one hand, 88 percent of eligible children were enrolled in Medi-Cal as of 2013, the state's Medicaid program, up 7 percent since 2007 (The Urban Institute 2015). Moreover, the state is now gearing to expand Medi-Cal eligibility to all children in low-income families. The increase is thanks to California's comprehensive implementation of the Affordable Care Act (ACA) and additional state-based initiatives that will soon expand. On the other hand, stakeholders are concerned that access to high quality health care services for children in low-income families is not keeping pace with rapid expansion in access to insurance. This issue brief was prepared as part of a small-scale qualitative study funded by the David and Lucile Packard Foundation to convey recent positive developments, remaining unmet needs, and emerging issues in children's health care coverage and delivery, from the perspective of knowledgeable stakeholders.     Comparative analysis of spring flood risk reduction measures in Alaska, United States and the Sakha Republic, Russia

Depending on regional weather patterns and river morphology, breakups can result in catastrophic floods in exposed and vulnerable communities. Breakup flood risk is especially high in rural and remote northern communities, where flood relief and recovery are complicated by unique geographical and climatological features, and limited physical and communication infrastructure. Proactive spring flood management would significantly minimize the adverse impacts of spring floods. Proactive flood management entails flood risk reduction through advances in ice jam and flood prevention, forecasting and mitigation, and community preparedness. With the goal to identify best practices in spring flood risk reduction, I conducted a comparative case study between two flood-prone communities, Galena in Alaska, United States and Edeytsy in the Sakha Republic, Russia. Within a week from each other, Galena and Edeytsy sustained major floods in May 2013. Methods included focus groups with the representatives from flood managing agencies, surveys of families impacted by the 2013 floods, observations on site, and archival review. Comparative parameters of the study included natural and human causes of spring floods, effectiveness of spring flood mitigation and preparedness strategies, and the role of interagency communication and cooperation in flood risk reduction. The analysis revealed that spring flood risk in Galena and Edeytsy results from complex interactions among a series of natural processes and human actions that generate conditions of hazard, exposure, and vulnerability. Therefore, flood risk in Galena and Edeytsy can be reduced by managing conditions of ice-jam floods, and decreasing exposure and vulnerability of the at-risk populations. Implementing the Pressure and Release model to analyze the vulnerability progression of Edeytsy and Galena points to common root causes at the two research sites, including colonial heritage, unequal distribution of resources and power, top-down governance, and limited inclusion of local communities in the decision-making process. To construct an appropriate flood risk reduction framework it is important to establish a dialogue among the diverse stakeholders on potential solutions, arriving at a range of top-down and bottom-up initiatives and in conjunction selecting the appropriate strategies. Both communities have progressed in terms of greater awareness of the hazard, reduction in vulnerabilities, and a shift to more reliance on shelter-in-place. However, in neither community have needed improvements in levee protection been completed. Dialogue between outside authorities and the community begins earlier and is more intensive for Edeytsy, perhaps accounting for Edeytsy's more favorable rating of risk management and response than Galena's
