    Fuzzy Bi-level Decision-Making Techniques: A Survey

    © 2016 the authors. Bi-level decision-making techniques aim to deal with decentralized management problems that feature interactive decision entities distributed throughout a bi-level hierarchy. A challenge in handling bi-level decision problems is that various uncertainties naturally appear in decision-making process. Significant efforts have been devoted that fuzzy set techniques can be used to effectively deal with uncertain issues in bi-level decision-making, known as fuzzy bi-level decision-making techniques, and researchers have successfully gained experience in this area. It is thus vital that an instructive review of current trends in this area should be conducted, not only of the theoretical research but also the practical developments. This paper systematically reviews up-to-date fuzzy bi-level decisionmaking techniques, including models, approaches, algorithms and systems. It also clusters related technique developments into four main categories: basic fuzzy bi-level decision-making, fuzzy bi-level decision-making with multiple optima, fuzzy random bi-level decision-making, and the applications of bi-level decision-making techniques in different domains. By providing state-of-the-art knowledge, this survey paper will directly support researchers and practitioners in their understanding of developments in theoretical research results and applications in relation to fuzzy bi-level decision-making techniques

    Hazmats Transportation Network Design Model with Emergency Response under Complex Fuzzy Environment

    A bilevel optimization model for a hazardous materials transportation network design is presented which considers an emergency response teams location problem. On the upper level, the authority designs the transportation network to minimize total transportation risk. On the lower level, the carriers first choose their routes so that the total transportation cost is minimized. Then, the emergency response department locates their emergency service units so as to maximize the total weighted arc length covered. In contrast to prior studies, the uncertainty associated with transportation risk has been explicitly considered in the objective function of our mathematical model. Specifically, our research uses a complex fuzzy variable to model transportation risk. An improved artificial bee colony algorithm with priority-based encoding is also applied to search for the optimal solution to the bilevel model. Finally, the efficiency of the proposed model and algorithm is evaluated using a practical case and various computing attributes

    Survey on Ten Years of Multi-Depot Vehicle Routing Problems: Mathematical Models, Solution Methods and Real-Life Applications

    A crucial practical issue encountered in logistics management is the circulation of final products from depots to end-user customers. When routing and scheduling systems are improved, they will not only improve customer satisfaction but also increase the capacity to serve a large number of customers minimizing time. On the assumption that there is only one depot, the key issue of distribution is generally identified and formulated as VRP standing for Vehicle Routing Problem. In case, a company having more than one depot, the suggested VRP is most unlikely to work out. In view of resolving this limitation and proposing alternatives, VRP with multiple depots and multi-depot MDVRP have been a focus of this paper. Carrying out a comprehensive analytical literature survey of past ten years on cost-effective Multi-Depot Vehicle Routing is the main aim of this research.     Overview of Multi-Objective Optimization Approaches in Construction Project Management

    The difficulties that are met in construction projects include budget issues, contractual time constraints, complying with sustainability rating systems, meeting local building codes, and achieving the desired quality level, to name but a few. Construction researchers have proposed and construction practitioners have used optimization strategies to meet various objectives over the years. They started out by optimizing one objective at a time (e.g., minimizing construction cost) while disregarding others. Because the objectives of construction projects often conflict with each other, single-objective optimization does not offer practical solutions as optimizing one objective would often adversely affect the other objectives that are not being optimized. They then experimented with multi-objective optimization. The many multi-objective optimization approaches that they used have their own advantages and drawbacks when used in some scenarios with different sets of objectives. In this chapter, a review is presented of 16 multi-objective optimization approaches used in 55 research studies performed in the construction industry and that were published in the period 2012–2016. The discussion highlights the strengths and weaknesses of these approaches when used in different scenarios

Significant efforts have been devoted to understanding the fundamental concepts and developing diverse solution algorithms associated with multilevel decision-making by researchers in areas of both mathematics/computer science and business areas. Researchers have emphasized the importance of developing a range of multilevel decision-making techniques to handle a wide variety of management and optimization problems in real-world applications, and have successfully gained experience in this area. It is thus vital that a high quality, instructive review of current trends should be conducted, not only of the theoretical research results but also the practical developments in multilevel decision-making in business. This paper systematically reviews up-to-date multilevel decision-making techniques and clusters related technique developments into four main categories: bi-level decision-making (including multi-objective and multi-follower situations), tri-level decision-making, fuzzy multilevel decision-making, and the applications of these techniques in different domains.     Retrofitting Transportation Network Using a Fuzzy Random Multiobjective Bilevel Model to Hedge against Seismic Risk

    This paper focuses on the problem of hedging against seismic risk through the retrofit of transportation systems in large-scale construction projects (LSCP). A fuzzy random multiobjective bilevel programming model is formulated with the objectives of the retrofit costs and the benefits on two separate levels. After establishing the model, a fuzzy random variable transformation approach and fuzzy variable approximation decomposition are used to deal with the uncertainty. An approximation decomposition-based multi-objective AGLNPSO is developed to solve the model. The results of a case study validate the efficiency of the proposed approach

    Multidemand Multisource Order Quantity Allocation with Multiple Transportation Alternatives

    This paper focuses on a multidemand multisource order quantity allocation problem with multiple transportation alternatives. To solve this problem, a bilevel multiobjective programming model under a mixed uncertain environment is proposed. Two levels of decision makers are considered in the model. On the upper level, the purchaser aims to allocate order quantity to multiple suppliers for each demand node with the consideration of three objectives: total purchase cost minimization, total delay risk minimization, and total defect risk minimization. On the lower level, each supplier attempts to optimize the transportation alternatives with total transportation and penalty costs minimization as the objective. In contrast to prior studies, considering the information asymmetry in the bilevel decision, random and fuzzy random variables are used to model uncertain parameters of the construction company and the suppliers. To solve the bilevel model, a solution method based on Kuhn-Tucker conditions, sectional genetic algorithm, and fuzzy random simulation is proposed. Finally, the applicability of the proposed model and algorithm is evaluated through a practical case from a large scale construction project. The results show that the proposed model and algorithm are efficient in dealing with practical order quantity allocation problems

    A Review on Computational Intelligence Techniques in Cloud and Edge Computing

    Cloud computing (CC) is a centralized computing paradigm that accumulates resources centrally and provides these resources to users through Internet. Although CC holds a large number of resources, it may not be acceptable by real-time mobile applications, as it is usually far away from users geographically. On the other hand, edge computing (EC), which distributes resources to the network edge, enjoys increasing popularity in the applications with low-latency and high-reliability requirements. EC provides resources in a decentralized manner, which can respond to users’ requirements faster than the normal CC, but with limited computing capacities. As both CC and EC are resource-sensitive, several big issues arise, such as how to conduct job scheduling, resource allocation, and task offloading, which significantly influence the performance of the whole system. To tackle these issues, many optimization problems have been formulated. These optimization problems usually have complex properties, such as non-convexity and NP-hardness, which may not be addressed by the traditional convex optimization-based solutions. Computational intelligence (CI), consisting of a set of nature-inspired computational approaches, recently exhibits great potential in addressing these optimization problems in CC and EC. This article provides an overview of research problems in CC and EC and recent progresses in addressing them with the help of CI techniques. Informative discussions and future research trends are also presented, with the aim of offering insights to the readers and motivating new research directions
