Accessible privacy-preserving web-based data analysis for assessing and addressing economic inequalities

An essential component of initiatives that aim to address pervasive inequalities of any kind is the ability to collect empirical evidence of both the status quo baseline and of any improvement that can be attributed to prescribed and deployed interventions. Unfortunately, two substantial barriers can arise preventing the collection and analysis of such empirical evidence: (1) the sensitive nature of the data itself and (2) a lack of technical sophistication and infrastructure available to both an initiative's beneficiaries and to those spearheading it. In the last few years, it has been shown that a cryptographic primitive called secure multi-party computation (MPC) can provide a natural technological resolution to this conundrum. MPC allows an otherwise disinterested third party to contribute its technical expertise and resources, to avoid incurring any additional liabilities itself, and (counterintuitively) to reduce the level of data exposure that existing parties must accept to achieve their data analysis goals. However, achieving these benefits requires the deliberate design of MPC tools and frameworks whose level of accessibility to non-technical users with limited infrastructure and expertise is state-of-the-art. We describe our own experiences designing, implementing, and deploying such usable web applications for secure data analysis within the context of two real-world initiatives that focus on promoting economic equality.Published versio

Minimally Invasive Glaucoma Surgery

This book covers all aspects of minimally invasive glaucoma surgery (MIGS) and provides detailed information on each MIGS device, including its mechanism of action; patient selection; implantation techniques; post-operative management; and a review of the existing literature. Step-by-step descriptions are provided for the surgical technique used in implanting each MIGS device, accompanied by clear photographs of each surgical stage. Other areas covered include intra-operative gonioscopy (with tips on optimising the view of the anterior chamber angle) and the management of the intra-operative and post-operative complications. Essential information on the anatomy and physiology of the different aqueous outflow pathways is also included. A separate chapter addresses the introduction of MIGS globally, including the consideration of different reimbursement environments and the different types of glaucoma, e.g. angle closure glaucoma. This book will assist both glaucoma surgeons and general ophthalmologists in overcoming the learning curve involved in performed MIGS, by providing valuable and practical clinical pearl

Monitoring Gender Gaps via LinkedIn Advertising Estimates: the case study of Italy

Women remain underrepresented in the labour market. Although significant advancements are being made to increase female participation in the workforce, the gender gap is still far from being bridged. We contribute to the growing literature on gender inequalities in the labour market, evaluating the potential of the LinkedIn estimates to monitor the evolution of the gender gaps sustainably, complementing the official data sources. In particular, assessing the labour market patterns at a subnational level in Italy. Our findings show that the LinkedIn estimates accurately capture the gender disparities in Italy regarding sociodemographic attributes such as gender, age, geographic location, seniority, and industry category. At the same time, we assess data biases such as the digitalisation gap, which impacts the representativity of the workforce in an imbalanced manner, confirming that women are under-represented in Southern Italy. Additionally to confirming the gender disparities to the official census, LinkedIn estimates are a valuable tool to provide dynamic insights; we showed an immigration flow of highly skilled women, predominantly from the South. Digital surveillance of gender inequalities with detailed and timely data is particularly significant to enable policymakers to tailor impactful campaigns.Comment: 10 page

Unaccompanied Migrant Youth and Mental Health Technologies: A social-Ecological Approach to Understanding and Designing

Research increasingly shows that technology can improve access to mental health interventions. However, unaccompanied migrant youth (UMY) still struggle in accessing appropriate mental health resources in spite of their high need for mental health support. Through co-design workshops, and using the lens of the socialecological model of resilience, we explored the social-ecological factors that support or hinder UMY’s use of mental health apps as resources. We identified the strong influence of the macro-system (i.e. resettlement policies) on the bio-and micro-systems, which in turn limits participants’ abilities to use the apps. Our findings highlight the factors specific to each social-ecological system—including personal experiences, technological infrastructure and social environment—that need to be accounted for when designing technological mental health resources for UMY. This contributes: a rich description of the interplay of mental health apps with socialecological systems in which UMY are embedded; and the corresponding design considerations

Multi-regulation computing: examining the legal and policy questions that arise from secure multiparty computation

This work examines privacy laws and regulations that limit disclosure of personal data, and explores whether and how these restrictions apply when participants use cryptographically secure multi-party computation (MPC). By protecting data during use, MPC can help to foster the positive effects of data usage while mitigating potential negative impacts of data sharing in scenarios where participants want to analyze data that is subject to one or more privacy laws, especially when these laws are in apparent conflict so data cannot be shared in the clear. But paradoxically, most adoptions of MPC to date involve data that is not subject to any formal privacy regulation. We posit that a major impediment to the adoption of MPC is the difficulty of mapping this new technology onto the design principles of data privacy laws. To address this issue and with the goal of spurring adoption of MPC, this work introduces the first systematic framework to reason about the extent to which secure multiparty computation implicates data privacy laws. Our framework revolves around three questions: a definitional question on whether the encodings still constitute ‘personal data,’ a process question about whether the act of executing MPC constitutes a data disclosure event, and a liability question about what happens if something goes wrong. State of Asian Americans and Pacific Islanders Series

Asian Americans and Pacific Islanders, or AAPIs, are a significant factor in the changing demographics in the United States. But the lack of centralized and accessible data has created a large knowledge gap about this fast-growing and influential group. Data about this group have often not been available or presented in a way that is accessible to policymakers, journalists, and community-based organizations.The Center for American Progress in conjunction with AAPI Data, a project at the University of California, Riverside, have launched a series of reports on the state of the Asian American and Pacific Islanders communities, featuring the most comprehensive research and analysis of its kind for the AAPI population in the United States.
