    Equitable voting rules

    May's Theorem (1952), a celebrated result in social choice, provides the foundation for majority rule. May's crucial assumption of symmetry, often thought of as a procedural equity requirement, is violated by many choice procedures that grant voters identical roles. We show that a weakening of May's symmetry assumption allows for a far richer set of rules that still treat voters equally. We show that such rules can have minimal winning coalitions comprising a vanishing fraction of the population, but not less than the square root of the population size. Methodologically, we introduce techniques from group theory and illustrate their usefulness for the analysis of social choice questions.Comment: 43 pages, 5 figure

    Governmental Positions on European Treaty Reforms: Towards a Dynamic Approach.

    Governmental positions are a powerful predictor of European treaty reforms. Yet, few empirical studies analyze the conditionalies between positions over different issues or conflict dimensions. If governmental positions are conditional upon the real or expected outcome on other issues, the sequence of decisions becomes increasingly important for our understanding of European treaty reforms. So far, not many studies analyze the sequence of intergovernmental decisions. In the present paper, I argue that governmental preferences over the reform of the EU decision rule dependent on the delegation of competences to the EU and vice versa. Moreover, I present a statistical model which allows for estimating this conditionality. Subsequently, I apply this model to an extensive data set of reform positions revealed by national governments at the Intergovernmental Conferences (IGC) 2003/4. Next, I analyze the sequence of decision taken by this particular IGC in chronological order. For this purpose, I predict the change of governmental position in response to the decisions over subsets of issues and I compare these predictions to public statements issued by governmental leaders at the time. Finally, I discuss the implications for our understanding of the intergovernmental bargaining outcome

    A dynamic model of democratic elections in multidimensional policy spaces

    We propose a general model of repeated elections. In each period, a challenger is chosen from the electorate to run against an incumbent politician in a majority-rule election, and the winner then selects a policy from a multidimensional policy space. Individual policy preferences are private information, whereas policy choices are publicly observable. We prove existence and continuity of equilibria in "simple" voting and policy strategies; we provide examples to show the variety of possible equilibrium patterns in multiple dimensions; we analyze the effects of patience and office-holding benefits on the persistence of policies over time; and we identify relationships between equilibrium policies and the core of the underlying voting game. As a byproduct of our analysis, we show how equilibrium incentives maylead elected representatives to make policy compromises, even when binding commitments are unavailable. We provide an informational story for incumbency advantage. Finally, we give an asymptotic version of the median voter theorem for the one-dimensional model as voters become-arbitrarily patient

    Combinatorial Voting

    We study elections that simultaneously decide multiple issues, where voters have independent private values over bundles of issues. The innovation is in considering nonseparable preferences, where issues may be complements or substitutes. Voters face a political exposure problem: the optimal vote for a particular issue will depend on the resolution of the other issues. Moreover, the probabilities that the other issues will pass should be conditioned on being pivotal. We prove that equilibrium exists when distributions over values have full support or when issues are complements. We then study large elections with two issues. There exists a nonempty open set of distributions where the probability of either issue passing fails to converge to either 1 or 0 for all limit equilibria. Thus, the outcomes of large elections are not generically predictable with independent private values, despite the fact that there is no aggregate uncertainty regarding fundamentals. While the Condorcet winner is not necessarily the outcome of a multi-issue election, we provide sufficient conditions that guarantee the implementation of the Condorcet winner. © 2012 The Econometric Society

    Similarity and the trustworthiness of distributive judgements

    When people must either save a greater number of people from a smaller harm or a smaller number from a greater harm, do their choices reflect a reasonable moral outlook? We pursue this question with the help of an experiment. In our experiment, two-fifths of subjects employ a similarity heuristic. When alternatives appear dissimilar in terms of the number saved but similar in terms of the magnitude of harm prevented, this heuristic mandates saving the greater number. In our experiment, this leads to choices that are inconsistent with all standard theories of justice. We argue that this demonstrates the untrustworthiness of distributive judgments in cases that elicit similarity-based choice

    The Political Economy of Fiscal Policy

    If there has been a dominant trend in the evolution of the modern industrial societies of this century it has been the growing importance of government in the allocation of social resources. It is important that we appreciate the fundamentally political nature of the formation of government economic policy. This survey reviews and assesses our present understanding of how the political system might shape a nation's fiscal policy. Our approach is eclectic, drawing both from economics and political science, and decidedly micro-analytic in its orientation. From economics we adopt the perspective of utility maximizing agents and the analytics of trade, agreement, and market failure. From political science we learn just how and when these individual agents might act collectively to provide public goods, redistribute income, or issue government debt. Together the micro-analytics of economics and political science form the core theory of the 'new' political economy and provide a framework for understanding the emergence, and the performance, of governments. There is no more important test for the new discipline than providing a compelling explanation for the formation of fiscal policy in democratic societies.

    Social choice theory, game theory, and positive political theory

    We consider the relationships between the collective preference and non-cooperative game theory approaches to positive political theory. In particular, we show that an apparently decisive difference between the two approachesthat in sufficiently complex environments (e.g. high-dimensional choice spaces) direct preference aggregation models are incapable of generating any prediction at all, whereas non-cooperative game-theoretic models almost always generate predictionis indeed only an apparent difference. More generally, we argue that when modeling collective decisions there is a fundamental tension between insuring existence of well-defined predictions, a criterion of minimal democracy, and general applicability to complex environments; while any two of the three are compatible under either approach, neither collective preference nor non-cooperative game theory can support models that simultaneously satisfy all three desiderata

    Budget Processes: Theory and Experimental Evidence

    This paper studies budget processes, both theoretically and experimentally. We compare the outcomes of bottom-up and top-down budget processes. It is often presumed that a top-down budget process leads to a smaller overall budget than a bottom-up budget process. Ferejohn and Krehbiel (1987) showed theoretically that this need not be the case. We test experimentally the theoretical predictions of their work. The evidence from these experiments lends strong support to their theory, both at the aggregate and the individual subject level

The connection between this style of political science experimentation and economics experimentation parallels the connection between economic theory and formal political theory.
