(uk) Дисертаційне дослідження присвячене проблемам виникнення й становлення земських навчальних закладів; розкриває особливості діяльності земств Херсонської губернії, які виявляються у спробах введення загального безкоштовного обов'язкового початкового навчання, у забезпеченні безперервності освіти та створенні мережі середньої, професійно-технічної й позашкільної освіти; показує внесок земств у розробку системного підходу щодо підготовки та підвищення кваліфікації фахівців народної школи.У дисертації земська освітня діяльність аналізується в контексті урядово-церковної політики; визначаються завдання та організаційні форми земської освітньої роботи; висвітлюються заходи щодо розширення освітнього змісту земських шкіл, характеризуються провідні принципи й методи навчання. Досвід земств може бути корисним для застосування на сучасному етапі.(en) Dissertation reseach is dedicated to the problems of development of Zemstvo educational establishments. This investigation throus light upon the pecularities of the activity of Zemstvo of Kherson province in the sphere of primary education These changes are reflected in the tryings to establish universal free of charge primary education, to provide persistant education founding new and supporting already existing educational establishments. It also shows the ways of foundation of the diverse net of secondary, profession–technical and extra-curricular education and underlines the contribution of Zemstvos in the elaboration of measures connected with the training and promotion of qualification of specialists in the field of people education.Educational activity of Zemstvo is analysed in the research in the context of state-church policy.Educational xperience of Zemstvos can be useful for the usage of the local authorities nowadays
