Enhancing International Cooperation in Higher Education in Ukraine

Abstract

The study of international experience in the context of international cooperation in higher education and the prospects for its implementation in Ukraine is both important and complex in nature, as it not only covers a wide range of legal relationships associated with the educational and/or scientific activities of a large number of entities with varying legal statuses, but is also characterised by different levels of such relationships – from individual experiences and practices to global trends and patterns. The aim of this research is to present proposals for improving the administrative and legal framework for international cooperation in the field of higher education in Ukraine. The key objectives are to identify the most pressing areas for strengthening domestic international cooperation in higher education within the context of the divide between the Global North and the Global South; to develop proposals for improving the administrative legislation governing legal relations in international cooperation in the field of higher education; and to formulate the main directions for improving the criteria for assessing the effectiveness of the cooperation under study. Drawing on the practices of a number of Western European countries, the paper highlights the relevance and desirability of Ukraine adopting a strategy to strengthen international academic cooperation, such as securing the support of state diplomatic missions and ensuring that higher education institutions have approved internationalisation strategies or plans. Proposals are made for improving the administrative legislation governing international cooperation in higher education, in particular the establishment of educational and scientific hubs at Ukraine’s diplomatic missions; the establishment of the State Service for Sustainable Development and its regional coordination centres and branches within local communities; the creation of a Unified State Register of international partnerships in higher education and indicators of their performance; the development of scientific and methodological materials on current legal provisions governing international cooperation; strengthening standards for the activities of higher education institutions, in particular transparency and openness of information; recognition of international online cooperation; strengthening joint accreditation assessments with foreign experts, in particular regarding the conduct of so-called dual accreditation, the results of which will be recognised both in Ukraine and abroad. The shortcomings of the current monitoring and effective evaluation of international cooperation in the field of higher education in Ukraine are substantiated, and possible ways of addressing them are proposed.Дослідження зарубіжного досвіду в контексті міжнародного співробітництва у сфері вищої освіти і перспектив його впровадження в Україні є важливим і водночас складним за своїм характером, адже не лише охоплює широкий спектр правовідносин, пов’язаних з освітньою та/або науковою діяльністю великої кількості суб’єктів із різним правовим статусом, а й характеризується різними рівнями відповідних відносин – від індивідуального досвіду і практик до глобальної спрямованості й закономірностей. Метою цього наукового дослідження є представлення пропозицій щодо вдосконалення адміністративно-правових засад міжнародного співробітництва у сфері вищої освіти в Україні. Ключовими завданнями є визначення найбільш актуальних напрямів для посилення вітчизняної міжнародної співпраці у сфері вищої освіти в контексті меж між Глобальною Північчю та Глобальною більшістю; розроблення пропозицій щодо вдосконалення адміністративного законодавства, яке регулює правовідносини міжнародного співробітництва у сфері вищої освіти; формулювання основних векторів вдосконалення критеріїв оцінювання ефективності досліджуваного співробітництва. На основі практик низки західноєвропейських держав наголошено на актуальності і доцільності впровадження Україною такого напряму посилення міжнародної академічної співпраці, як залучення підтримки державних дипломатичних установ та наявність у закладів вищої освіти затверджених стратегій або планів інтернаціоналізації. Запропоновано напрями вдосконалення адміністративного законодавства, що регулює міжнародне співробітництво у сфері вищої освіти, зокрема організація при дипломатичних представництвах України освітньо-наукових хабів; створення Державної служби сталого розвитку та її регіональних координаційних центрів і відділень при територіальних громадах; формування Єдиного державного реєстру міжнародних партнерств у сфері вищої освіти та показників їхньої продуктивності; розроблення науково-методичних матеріалів щодо чинних правових норм, які регулюють міжнародне співробітництво; посилення стандартів діяльності закладів вищої освіти, зокрема прозорості та інформаційної відкритості; визнання міжнародного онлайн-співробітництва; посилення спільної з іноземцями акредитаційної експертизи, зокрема щодо проведення так званої подвійної акредитації, результати якої визнаватимуться як в Україні, так і за її межами. Обґрунтовано недоліки сучасного моніторингу й ефективного оцінювання міжнародної співпраці у сфері вищої освіти в Україні, запропоновано можливі шляхи їх усунення
