Oportunidades e desafios para extensão universitária em Relações Internacionais com municípios

Abstract

This paper discusses the opportunities and challenges related to university extension in Bachelor's degree courses in International Relations in the context of municipal international actions. The internationalization of entities such as municipalities and states is based on the concept of decentralized international cooperation (DIC), understood as collaboration between subnational institutions from different countries to solve common problems and challenges. Paradiplomacy is a concept also used when such actions are supported by the establishment of institutional structures.The guiding question of this paper is: what are the opportunities and challenges for university extension in International Relations courses aligned with the municipal agenda? Using a qualitative approach based on primary and secondary sources, the case of the municipality of Pelotas-RS-Brazil, where the UFPel International Relations course is established, was analyzed in 2023 using the SWOT and TOWS matrix to identify internal factors (strengths and weaknesses) and external factors (opportunities and threats), based on the perceptions of the Director of International Relations of the Municipality of Pelotas and the Coordinator of the Bachelor's Degree in International Relations at the Federal University of Pelotas (UFPel). The analysis allows us to consider that university extension in International Relations courses is an important tool for the support and continuity of municipal international agenda. However, there must be institutional commitment of persons and entities involved and, preferably, the projects and actions should be formalized through Cooperation Agreements or Partnership Agreements. The partnership between UFPel and the Pelotas City Government reveals high strategic potential for promoting internationalization, linking local development, institutional innovation, and qualified training in International Relations.Este trabalho discute as oportunidades e desafios relacionados à extensão universitária nos cursos de Bacharelado em Relações Internacionais no contexto das ações internacionais municipais. A internacionalização dos entes como municípios e estados federados ampara-se no conceito de cooperação internacional descentralizada (CID), entendida como a colaboração entre instituições subnacionais de diferentes países para a solução de problemas e desafios comuns. O conceito de paradiplomacia também é utilizado quando tais ações são amparadas pelo estabelecimento de estruturas institucionais. A pergunta orientadora deste trabalho é: quais as oportunidades e desafios para a extensão universitária nos cursos de Relações Internacionais alinhadas à agenda municipal? Por meio da abordagem qualitativa, baseada em fontes primárias e secundárias, o caso do município de Pelotas-RS-Brasil, onde está estabelecido o curso de Relações Internacionais da UFPel, foi analisado no ano de 2023 pela matriz SWOT e TOWS para a identificação dos fatores internos (forças e fraquezas) e fatores externos (oportunidades e ameaças), a partir das percepções da Diretora de Relações Internacionais da Prefeitura Municipal de Pelotas e da Coordenadora do Curso de Bacharelado em Relações Internacionais da Universidade Federal de Pelotas (UFPel). A análise permite considerar que a extensão universitária nos cursos de Relações Internacionais é uma importante ferramenta para o apoio e continuidade da agenda internacional municipal. Contudo, é preciso haver compromisso institucional das pessoas e entes envolvidos e, preferencialmente, que os projetos e ações sejam formalizados por meio de Acordos de Cooperação ou Convênios. A parceria entre a UFPel e a Prefeitura Municipal de Pelotas revela elevado potencial estratégico para impulsionar a internacionalização, articulando desenvolvimento local, inovação institucional e formação qualificada em Relações Internacionais
