Koncepcja przedsiębiorstw państwowych opartych na wiedzy jako instrumentów realizacji polityki regionalnej ukierunkowanej na misje

Abstract

This article presents the concept of knowledge-based state-owned enterprises (KBSOEs) as instruments for implementing mission-oriented regional policy. Despite decades of public interventions and various policy tools – including structural funds, operational programs, regional development agencies, and smart specializations – many regions remain in economic stagnation. A key factor in regional policy effectiveness is the knowledge. KBSOEs combine four elements: market-based operation, state ownership control, strategic use of knowledge as a fundamental organizational resource, and mission-oriented focus on solving specific regional challenges. This hybrid organizational form differs from traditional state-owned enterprises, universities, and regional development agencies. In regional innovation systems, KBSOEs can perform several critical functions: coordination, incubation, application, and strategic guidance. The SWOT analysis reveals that while KBSOEs offer significant potential for addressing regional development challenges, their implementation requires careful institutional design to prevent politicization and ensure effective governance. The article also outlines a research plan for further development of the KBSOE concept across three complementary dimensions: theoretical, empirical, and operational. This research should employ a multidisciplinary approach combining economics, management science, regional studies, political science, and sociology.W artykule zaprezentowano koncepcję przedsiębiorstw państwowych opartych na wiedzy (knowledge-based state-owned enterprises, KBSOEs) jako instrumentów realizacji polityki ukierunkowanej na misje (mission-oriented policy) na poziomie regionalnym. KBSOEs to hybrydowe podmioty łączące cechy przedsiębiorstw państwowych (SOEs) oraz organizacji opartych na wiedzy (KBOs), których głównym zasobem strategicznym jest wiedza wykorzystywana do rozwiązywania złożonych wyzwań rozwojowych w regionach. Przedstawiono ramy koncepcyjne KBSOEs, przeanalizowano ich potencjalne funkcje w regionalnych systemach innowacji, zestawiono z innymi podmiotami tych systemów oraz przeprowadzono analizę SWOT. Zaproponowano także wielowymiarowy plan badawczy wyznaczający kierunki dalszego rozwoju koncepcji w wymiarze teoretycznym, empirycznym i operacyjnym
