Relaciones bilaterales entre Venezuela y Estados Unidos (1974-1979). Política exterior durante el gobierno de Carlos Andrés Pérez y las administraciones de Gerald Ford y Jimmy Carter

Abstract

This research aims to analyze the relations between the United States and Venezuela (1974-1979), focusing on the influence of political, economic, and strategic factors. The hypothesis is that the relationship was shaped by the convergence and  divergence of interests in hemispheric security, oil, and Venezuela’s international projection under Pérez’s doctrine. The methodology employs a tripartite analytical approach that includes historical-critical analysis, the study of treaties and diplomatic agreements, and testimonies from key actors. Theories of political realism and complex interdependence are used. The results highlight moments of cooperation and tension, primarily around Venezuelan oil diplomacy. The conclusion is that these elements shaped the diplomacy and foreign policy of both countries in the context of the Cold War and changes in the international oil market.Esta investigación tiene como objetivo analizar las relaciones entre Estados Unidos y Venezuela (1974-1979), enfocándose en la influencia de los factores políticos, económicos y estratégicos. La hipótesis planteada es que la relación estuvo determinada por la convergencia y divergencia de intereses en seguridad hemisférica, petróleo y la proyección internacional de Venezuela bajo la doctrina Pérez. La metodología emplea un enfoque analítico tripartito que incluye el análisis histórico-crítico, el estudio de tratados y acuerdos diplomáticos, y testimonios de actores clave. Se utilizan teorías del realismo político y la interdependencia compleja. Los resultados destacan momentos de cooperación y tensión, principalmente en torno a la diplomacia petrolera venezolana. Se concluye que estos elementos configuraron la diplomacia y política exterior de ambos países en el contexto de la Guerra Fría y los cambios en el mercado petrolero.
