Mudanças nas práticas de avaliação da investigação: o Acordo Europeu, tendências e desenvolvimentos

Abstract

Os riscos de usar um sistema de avaliação baseado unicamente em indicadores quantitativos tem sido alvo de amplo debate. A reforma proposta pela Comissão Europeia preconiza que os investigadores sejam avaliados pelos seus méritos intrínsecos e desempenho e não pelo número de publicações e pelos canais onde são publicadas. Promove a avaliação qualitativa com revisão por pares, apoiado no uso responsável de análises quantitativas. Pretende-se com este estudo apurar as tendências e desenvolvimentos relativamente à implementação das novas práticas de avaliação, sugeridas no Acordo Europeu sobre a Reforma da Avaliação da Investigação. Para cumprir esse objetivo realizou-se uma revisão de literatura focada na reforma da avaliação da investigação proposta pela Comissão Europeia e na análise dos planos de ação submetidos no ZENODO. Os resultados mostram que um número ainda reduzido de instituições está a dar os primeiros passos para a implementação das mudanças propostas, face aos membros signatários da Coalition for Advancing Research for Assessment (CoARA).The risks of using an evaluation system based solely on quantitative indicators have been the subject of much debate. The reform proposed by the European Commission calls for researchers to be assessed on their intrinsic merits and achievements, rather than on the number of publications and the channels through which they are published. It promotes qualitative evaluation through peer review, supported by the responsible use of quantitative analysis. The aim of this study is to identify trends and developments in the implementation of the new evaluation practices proposed in the European Agreement on the Reform of Research Evaluation. To achieve this objective, a literature review was carried out, focusing on the reform of research evaluation recommended by the European Commission, and an analysis of the action plans submitted to Zenodo. The results show that a small number of institutions are taking the first steps towards implementing the proposed changes, compared to the signatory members of the Coalition for Advancing Research for Assessment (CoARA)
