СТРАТЕГІЧНІ ОРІЄНТИРИ ФОРМУВАННЯ ІНТЕГРОВАНОГО ІНВЕСТИЦІЙНОГО КЛІМАТУ

Abstract

The purpose of the study is to outline strategic guidelines for the formation of an integrated investment climate capable of ensuring not only the growth of investment volumes, but also their effective use for the modernization of the national economy and strengthening its competitiveness in the context of globalization and security challenges. The research methodology is based on a comprehensive approach that combines the analysis of economic, financial, institutional, socio-cultural and technological factors of the investment environment, the use of strategic planning methods, modeling and comparative analysis of international experience. This made it possible to identify key risks, barriers and opportunities for the development of Ukraine's investment policy.The results of the study reflect the need to transition from fragmented state policy measures to the creation of an integrated system for managing investment processes. Strategic priorities are formulated according to the political-institutional, financial-economic, production-resource, innovation-technological, transport-logistics and socio-cultural components. The need for harmonization of national and global interests, strengthening the transparency and predictability of state policy, and creating modern financial instruments and platforms for attracting capital is substantiated. It is proven that the activation of investment activity should be based on a qualitative increase in investments aimed at supporting innovation-oriented sectors, modernization of production, and development of energy-efficient and resource-saving technologies. The practical significance of the results lies in the formation of theoretical and methodological foundations for the development of a new investment strategy of Ukraine, which can be used by state authorities, regional management structures, and business when determining development priorities. The proposed strategic guidelines will contribute to the restoration of the economy in the post-war period, attracting international investment resources, strengthening investor confidence, and integrating Ukraine into the global financial and economic space.Мета дослідження полягає у визначенні стратегічних орієнтирів формування інтегрованого інвестиційного клімату, здатного забезпечити збалансований розвиток національної економіки. Методика дослідження ґрунтується на системному та діалектичному підходах, використанні методів аналізу, синтезу, порівняння та узагальнення. У результаті дослідження обґрунтовано необхідність переходу від фрагментарних заходів державної інвестиційної політики до комплексної моделі інтегрованої системи управління інвестиційними процесами, що поєднує економічні, фінансові, інституційні, соціокультурні та технологічні чинники. Практична значущість результатів полягає у можливості використання запропонованих стратегічних орієнтирів для удосконалення державної інвестиційної політики та підвищення інвестиційної привабливості країни
