A INTERSETORIALIDADE ENTRE O SUS E O SISTEMA NACIONAL DE SEGURANÇA ALIMENTAR E NUTRICIONAL (SISAN): POSSIBILIDADES E DESAFIOS

Abstract

This article aims to contribute to the expansion of the debate on the intersectorality between the public policy of Food and Nutrition Security and the public policy of Health, identifying the field of action of responsibility of the SUS that is articulated with the National System of Food and Nutrition Security (SISAN), as well as the possibilities and challenges of this articulation today. The study was conducted through bibliographical and documentary research, with a qualitative approach, focused on understanding the proposed theme, analyzed from the perspective of social totality, complexity, and contradictions within the context of capitalist society. Through the analysis of legislation and documents related to the two public policies studied here, we sought to identify the points of intersection that enable intersectoral action within the SUS and SISAN. The resultshighlighted the significant potential for intersectorality between the SUS and SISAN, given that they share common guidelines and shared determinants, constraints, and a portion of the population they serve. However, it is necessary to broaden the debate and understanding of this intersectoral field, as well as prioritize mechanisms at the government level to implement this intersectorality. It was found that the Interministerial Ordinance MDS/MS No. 25, of September 1, 2023, which provides for the integration of the offer of actions between SISAN, SUS, and SUAS for families and individuals in food insecurity, presents itself as an instrument with great potential for effective intersectorality between these Systems, if it is implemented, as planned, in all spheres of government.O presente artigo objetiva contribuir com a ampliação do debate sobre a intersetorialidade entre a política pública de Segurança Alimentar e Nutricional e a política pública de Saúde, identificando o campo de ação de responsabilidade do SUS que se articula com o Sistema Nacional de Segurança Alimentar e Nutricional (SISAN), bem como, as possibilidades e desafios desta articulação na atualidade. O estudo foi realizado através de pesquisa bibliográfica e documental, com abordagem qualitativa, voltada para a compreensão da temática proposta, analisada sob a perspectiva da totalidade social, complexidade e contraditoriedade no contexto da sociedade capitalista. Através da análise de legislações e documentos referentes às duas políticas públicas aqui estudadas, buscou-se identificar os pontos de intersecção que permitem a atuação intersetorial no âmbito do SUS e do SISAN. Os resultados apontaram para o grande potencial de intersetorialidade entre o SUS e o SISAN, visto que possuem diretrizes em comum e compartilham determinantes, condicionantes e parte do público atendido. No entanto, faz-se necessária a ampliação do debate e conhecimento deste campo de atuação intersetorial, bem como a priorização em âmbito governamental de mecanismos para efetivação desta intersetorialidade. Verificou-se que a Portaria Interministerial MDS/MS nº 25, de 01 de setembro de 2023 que prevê a integração da oferta de ações entre o SISAN, SUS, e SUAS para famílias e indivíduos em insegurança alimentar, apresenta-se como um instrumento com grande potencial de efetivação da intersetorialidade entre estes Sistemas, se a mesma for implementada, conforme previsto, em todas as esferas de governo
