Abstract

This research investigates, from a risk perspective, the reasons why the "capital function relocation concept," which was a solution in the past, has not been realized in order to solve the "concentration of capital functions in Tokyo," a problem that has always been recognized as Japan's most important issue since the end of World War II but has yet to be resolved.
