Public relations and spokespersonship in the police: Strategic communication approaches to crime prevention

Abstract

Rad analizira ulogu odnosa s javnošću i glasnogovorništva u policiji, s posebnim naglaskom na strateške komunikacijske pristupe u kontekstu prevencije kriminaliteta. Cilj istraživanja bio je ispitati kako komunikacijske strategije policije utječu na percepciju javnosti, razinu povjerenja u instituciju te spremnost građana na suradnju. Korištena je metoda ankete za prikupljanje podataka o percepciji učinkovitosti preventivnih kampanja policije u Republici Hrvatskoj. Rezultati pokazuju da transparentna i proaktivna komunikacija značajno doprinosi povjerenju građana i jačanju sigurnosne kulture. Na temelju nalaza, predložene su konkretne preporuke za unaprjeđenje policijskih komunikacijskih strategija kroz etički utemeljeno i društveno uključivo komuniciranje.This thesis explores the role of public relations and spokesperson activities in the police, with a particular emphasis on strategic communication approaches in the context of crime prevention. The research investigates how police communication strategies influence public perception, institutional trust, and citizens’ willingness to cooperate with law enforcement. A survey was conducted to gather data on the perceived effectiveness of police prevention campaigns in the Republic of Croatia. The results indicate that transparent and proactive communication significantly enhances public trust and contributes to the development of a strong security culture. Based on the results, the study offers concrete recommendations for improving police communication strategies through ethically grounded and socially inclusive practices
