With combined forces? - Dutch lessons from practical experiences with public-private partnerships in police duties

Abstract

Binnen de democratische rechtsstaat speelt de politie van oudsher een belangrijke rol. De afgelopen decennia is er sprake van een pluralisering van politietaken waarbij de politie haar taken uitvoert in samenwerking met andere private en publieke partijen. De politie heeft bij herhaling het voornemen tot verdere samenwerking met private en maatschappelijke partners geformuleerd, terwijl private en maatschappelijke partijen onder meer door nieuwe technologieën beter in staat zijn politietaken op zich te nemen. Er bestaat behoefte aan kennis over hoe in de praktijk oplossingen zijn gevonden die doorontwikkeling van publiek-private samenwerking (PPS) mogelijk maken, met oog voor de beginselen van de rechtsstaat. Dit onderzoek voorziet in die behoefte door het beantwoorden van de volgende onderzoeksvraag: Wat is nodig voor de doorontwikkeling van publiek-private samenwerking ten bate van de politiefunctie? In recent decades, there has been a pluralisation of police duties that led the police to perform their duties in cooperation with other private and public parties. In recent times, the Dutch police have repeatedly expressed the intention to further enhance cooperation with private and societal partners. At the same time, these private and societal parties have shown increasing abilities to take on police duties, due to new technologies, among other things. As such, there is a need for knowledge on how solutions have been found in practice that enable the further development of public-private partnerships (PPPs), while respecting the principles of the rule of law. This research meets that need by answering the following research question: What is needed for further development of public-private partnerships to the benefit of policing in the Netherlands
