A Political Economy of Socialism: Democratic Planned Economy in the Light of the Labour Time Accounting

Abstract

In der PROKLA 215 wurden sowohl politische Grundsätze als auch technische Fragen wirtschaftlicher Planung diskutiert. Ansätze einer Arbeitszeitrechnung, wie sie insbesondere von der Gruppe Internationaler Kommunisten (GIK) 1930 entwickelt wurde, wurden dabei aber weitgehend außer Acht gelassen. Dabei könnte eine Theorie dezentraler und arbeitszeitbasierter Planwirtschaft auf der Grundlage selbstverwalteter Betriebe die verschiedenen Probleme demokratischer Planung sichtbar machen und zugleich prinzipielle Merkmale einer politischen Ökonomie des Sozialismus generieren.PROKLA 215 discussed both political principles and technical issues of economic planning. But the concept of labour time accounting, especially in the sense in which it was presented by the Group of International Communists (GIC) in 1930, was largely left out of consideration. A theory of decentralised and working timebased planned economy on the basis of self-managed companies could make the various problems of democratic planning visible and at the same time gain fundamental characteristics of a political economy of socialism
