Comunicación pública de la Comunidad de Madrid sobre salud y cambio climático: Fragmentación, descontextualización y responsabilidad individual

Abstract

Introduction: To develop awareness among citizens on the deep relationship between socioeconomical model, climate change and health is a key element in tackling effective environmental and health policies. Objectives: This study plans to analyse if the communication policies address to the citizenship by the regional government of Madrid incorporate the deep interlinkage between socioeconomical model, climate change and health. Methodology: For that purpose, this work mainly focuses on the analysis of the discourses transmitted through the webpages belonging to the competent bodies in Health, Environment and Consumption. Results: The research performed reveals that the regional government of Madrid do not offer a frame that attends to the anthropogenic origin of climate change and its impact in the human health and introduce basically adaptation and mitigation solutions mainly based in individual action and responsibility. Conclusion: It is urgent, that government institutions offer to the citizenship a more holistic and transformative frame that integrate clime change in a public health context.Introducción:.Hacer consciente a la población general de la profunda relación existente entre consumo, cambio climático y salud es fundamental a la hora de abordar políticas medioambientales y sanitarias efectivas.  Objetivos: Este estudio se propone analizar si las políticas de comunicación dirigidas a la ciudadanía por parte de la Comunidad de Madrid recogen la profunda interrelación entre modelo socioeconómico, cambio climático y salud. Metodología: Para ello, este trabajo se centra fundamentalmente en el análisis del discurso transmitido a través de las webs de los organismos con competencias en Sanidad, Medio Ambiente y Consumo. Resultados: La investigación realizada revela que la Comunidad de Madrid no ofrece un marco que incida en origen antropogénico del cambio climático y su impacto sobre la salud y presenta soluciones de adaptación y mitigación basadas fundamentalmente en la acción y responsabilidad individual. Además, la información proporcionada en los portales está desactualizada y no hace referencia a fuentes científicas.  Conclusión:  Es urgente que las instituciones de gobierno ofrezcan a la ciudadanía un marco más holístico y transformador que integre el cambio climático en un contexto de salud pública
