The Absence of Industrial Policy in Argentina’s Energy Transition : results of the RenovAr Program

Abstract

Entre 2016 y 2019 se abrió un nuevo proceso de expansión de la potencia instalada a partir de fuentes renovables que impactó positivamente en la matriz eléctrica de Argentina. En este marco, el objetivo del artículo es analizar si existió una política industrial en la transición energética de dicho país, considerando como caso de estudio la implementación del Programa RenovAr entre 2016 y 2019. Con la combinación de técnicas cualitativas y el análisis de bases de datos cuantitativas, el hallazgo es que se desaprovechó la utilización de proveedores locales, pese a que algunos requerían de un proceso de maduración y capitalización, además de la reducción de aranceles que favoreció la importación de numerosos equipos que se producían localmente, con un claro sesgo antindustrial.Between 2016 and 2019, a new process of expanding installed power from renewable sources began, which had positive impacts on penetration in the country’s matrix. In this framework, the objective of the article is to analyze the industrial policy of the energy transition in Argentina, taking as a case study the implementation of the RenovAr Program between 2016 and 2019. With the combination of qualitative techniques and the analysis of quantitative databases, the finding of the article is that the use of local suppliers was wasted, despite the fact that some needed a maturation and capitalization process, in addition to the reduction of tariffs that favored the importation of many equipment that was produced locally, with a clear anti-industrial bias
