The Rare Earths of Latin America : Between Extractivism and the Dependent Energy Transition

Abstract

El objetivo de este artículo es dar un panorama actual sobre el papel de las tierras raras en el proceso de transición energética en el ámbito mundial y cómo especificar las oportunidades de América Latina para participar en un mercado dominado por China. Se analizan las restricciones tecnológicas que se imponen en la región y limitan su participación, así como su aprovechamiento en el mercado, el establecimiento de relaciones centro-periferia entre China y la región. Se concluye que para aprovechar el potencial de las tierras raras en América Latina se tienen que impulsar políticas de industrialización, políticas fiscales y ambientales complementarias que garanticen el desarrollo sustentable de la región.The objective of this article is to provide a current overview of the role of rare earths in the energy transition process worldwide; as well as specifying the opportunities for Latin America to participate in a market dominated by China. We find that technological restrictions are imposed on the region and limit its market participation and the use of the resource. The establishment of core-periphery relations between China and the region. It is concluded that to take advantage of the potential of rare earths in Latin America, industrialization policies must be promoted, along with complementary fiscal and environmental policies that guarantee the sustainable development of the region
