Abstract
Predmet ovog diplomskog rada jest profesionalizam u javnoj upravi i upravna profesija, odnosno razvoj upravnog obrazovanja kao ključnog kriterija bez kojeg nije moguće postići profesionalizam u javnoj upravi. U vezi s time, ističe se profesionalizacija službenika s ciljem postizanja više razine učinkovitosti i kvalitete u pružanju javnih usluga svim korisnicima. Analiza započinje pojmom profesionalizma u javnoj upravi gdje se ističe merit načelo kao najrelevantnija metoda za odabir najkompetentnijih kandidata za rad u javnoj upravi, te upoznavanje sa službenicima-profesionalcima, odnosno upravnim specijalistima i upravnim generalistima. Dalje se rad nastavlja definiranjem pojma profesije, te povezanih pojmova kao što su regulacija profesija, samoregulacija profesija, te europska regulacija profesija. Glavni dio rada bavi se upravnom profesijom, te pet faza profesionalizacije javne uprave. Nakon toga slijedi postupak zapošljavanja profesionalaca, te važnost upravnih generalista i njihovih vještina za rad u upravi. Po završetku rada iznose se zaključci do kojih je došlo obradom ove teme, a kao najvažniji je potreba ulaganja u stručno obrazovanje, osposobljavanje i usavršavanje javnih službenika, s naglaskom na upravne generaliste, kako bi se dobilo što kvalitetnije upravno osoblje za oblikovanje javnih politika, unaprjeđenje i modernizaciju organizacije javne uprave te njenih usluga. Uz navedeno, potrebno je maknuti i stigmu s javnih službenika i vratiti povjerenje građana u javne službe.The subject of this thesis is professionalism in public administration and the administrative profession, regarding the development of administrative education as a key criterion without which it is not possible to achieve professionalism in public administration. In connection with this, the professionalization of officials is highlighted with the aim of achieving a higher level of efficiency and quality in the provision of public services to all users. The analysis begins with the concept of professionalism in public administration, where the merit principle is highlighted as the most relevant method for selecting the most competent candidates for work in public administration, and getting to know civil servants-professionals, that is, administrative specialists and administrative generalists. The work continues by defining the concept of profession, and related concepts such as regulation of professions, self-regulation of professions, and European regulation of professions. The main part of the paper deals with the administrative profession, and the five stages of professionalization of public administration. This is followed by the process of hiring professionals, and the importance of administrative generalists and their skills for working in administration. At the end of the paper, the conclusions reached by processing this topic are presented, and the most important is the need to invest in professional education, training and development of public servants, with an emphasis on administrative generalists, in order to obtain the highest quality administrative staff for shaping public policies, improving and modernizing the organization of public administration and its services. In addition, it is necessary to remove the stigma from public servants and restore citizens' trust in public services
