Envoie-lui la balle : Une tactique, d’intelligence anti-territoriale, pour se défausser de la prise de décision

Abstract

Through this work, we seek to analyze—and therefore to understand and dissect—the consistency and various aspects of “Throw Him the Ball” phenomenon as a tactic of anti-territorial intelligence. To this end, we adopted an abductive approach that allowed us to construct a theorico-analytical model of “Throw Him the Ball” phenomenon and then to empirically test it through a descriptive quantitative approach, using a questionnaire administered to a national sample of 213 representatives of territorial actors. The results of our empirical investigation revealed the anchoring of this tactic within the territorial decision-making system, as well as exposed its contexts of emergence, its underlying factors, and its harmful impacts on territorial development.   JEL Classification: R58 – Regional Development Planning and Policy Article Type: Empirical ResearchÀ travers ce travail, nous cherchons à analyser, et donc à comprendre et disséquer, la consistance ainsi que les différents aspects du phénomène d’« envoie-lui la balle » en tant que tactique d’intelligence anti-territoriale. Pour ce faire, nous avons mobilisé une démarche abductive, nous permettant de construire un modèle théorico-analytique du phénomène d’« envoie-lui la balle », puis de le vérifier empiriquement à travers une approche quantitative descriptive, via un questionnaire administré auprès d’un échantillon de 213 représentants d’acteurs territoriaux à l’échelle nationale. Les résultats de notre enquête empirique ont permis de mettre en évidence l’ancrage de ladite tactique dans le système décisionnel territorial, ainsi d’exposer ses situations d’émergence, ses facteurs sous-jacents et ses impacts néfastes sur le développement territorial.
