Особливості функціонування логістичних систем фармацевтичних підприємств у кризових ситуаціях

Abstract

In the conditions of martial law, domestic pharmaceutical enterprises are faced with an acute issue of timely provision of the population with the necessary high-quality medicines in the right place in full at an affordable price.Aim. To study the problems and peculiarities of the functioning of the logistics system of a pharmaceutical enterprise in crisis conditions, as well as to form directions for overcoming the problems identified.Materials and methods. The research materials were scientific works and Internet sources on the issues studied.The research methods applied were methods of analysis and synthesis, generalization, expert method. The expertmethod was used to determine the problems of managing logistics systems of pharmaceutical enterprises in Ukrainein crisis conditions. The minimum permissible number of experts was determined taking into account the maximumpermissible relative error. The total number of respondents who participated in the expert study was 25 managers ofpharmaceutical enterprises. The results of the survey were significant and convergent; the concordance coefficientwas 0.83, the calculated Pearson’s χ2-test exceeded the tabular value, taking into account the number of degrees offreedom and the significance level (p=0.05). The assessment of the degree of significance of logistics system management problems was carried out on a ten-point scale where 1 point was the least significant factor, and 10 points wasthe most significant factor.Results and discussion. The problems of managing logistics systems of pharmaceutical enterprises in Ukrainein crisis conditions have been identified. The definition of crisis logistics, its goals, objectives and features has beenproposed. The phases of functioning of crisis logistics at pharmaceutical enterprises have been summarized.Conclusions. In the course of their operation, pharmaceutical enterprises are constantly faced with the challenging external environment, which makes it necessary to introduce modern methods and approaches to management;one of these approaches is the introduction of crisis logistics.В умовах воєнного стану перед вітчизняними фармацевтичними підприємствами гостро постає питаннясвоєчасного забезпечення населення потрібними якісними лікарськими засобами в необхідному місці в повному обсязі за доступною ціною.Мета – дослідити проблеми та особливості функціонування логістичної системи фармацевтичного підприємства в умовах кризи, а також сформувати напрями подолання виявлених проблем.Матеріали та методи. Матеріалами дослідження були наукові праці та інтернет-ресурси з досліджуваноїпроблематики. Методи дослідження: аналізу, синтезу, узагальнення, експертний метод. Експертний метод застосовували для визначення проблем управління логістичними системами фармацевтичних підприємств в Українів умовах кризи. Мінімальну можливу кількість експертів визначали з урахуванням гранично прийнятної відносної похибки. Загальна кількість респондентів, які брали участь в експертному дослідженні, складає 25 менеджерів фармацевтичних підприємств. Результати опитування є значущими та збіжними, так, коефіцієнт конкордаціїдорівнює 0,83, χ2-критерій Пірсона перевищує табличне значення з урахуванням числа свободи та рівня значущості (p=0,05). Ступінь вагомості проблем управління логістичними системами оцінювали за десятибальноюшкалою, де 1 бал – найменш вагомий чинник, а 10 балів – найбільш вагомий чинник.Результати та їх обговорення. Окреслено проблеми управління логістичними системами фармацевтичних підприємств в Україні в умовах кризи. Запропоновано визначення кризової логістики, її мети, завдань таособливостей. Узагальнено фази функціонування кризової логістики на фармацевтичних підприємствах.Висновки. Фармацевтичні підприємства в процесі свого функціонування постійно зіштовхуються з викликами зовнішнього оточення, що зумовлює необхідність застосовувати сучасні методи й підходи до управління.Одним із таких підходів є запровадження кризової логістики
