Strateško planiranje odnosa s javnošću u javnim institucijama : Godišnja strategija odnosa s javnošću državne škole za javnu upravu

Abstract

U okruženju današnjeg umreženog društva, strateško planiranje komunikacije postaje sve važniji segment odnosa s javnošću suvremenih organizacija. Razvoj civilnog društva i novih informacijsko-komunikacijskih tehnologija, putem kojih ono sve više može izraziti svoje mišljenje u javnom prostoru i tako utjecati na imidž i reputaciju organizacija, nametnuo je nove zahtjeve transparentnosti i otvorenog odnosa sa svim njihovim javnostima. Ovi zahtjevi posebno do izražaja dolaze u javnim institucijama financiranima iz Državnog proračuna i time odgovornima za učinkovito trošenje sredstava građana u obavljanju poslova koji su im povjereni. A jedan od zahtjeva učinkovitog i odgovornog poslovanja svake organizacije, pa tako i javnih, svakako je izgradnja dugoročnog odnosa uzajamnog razumijevanja i podrške sa svim njihovim javnostima. Takav se odnos ostvaruje upravo strateškim planiranjem i upravljanjem odnosima s javnošću. Rad donosi pregled teorijskih i metodoloških spoznaja u ovom području te specifičnosti odnosa s javnošću u javnim institucijama kao i prikaz praktične primjene svih prikazanih saznanja kroz izradu prijedloga godišnje strategije odnosa s javnošću Državne škole za javnu upravu u uvjetima transformacije kontaktnih u online programe stručnog usavršavanja.In the environment of today's network society, strategic communication planning is becoming an increasingly important segment of public relations in modern organizations. The development of civil society and new information and communications technologies (by which it can increasingly express its opinion in public space and thus affect the image and reputation of organizations) has imposed new requirements of transparency and receptive relations with all of their publics. These requirements are particularly pronounced in public institutions financed from the State Budget and thus responsible for the efficiency in spending financial resources provided by citizens in performing the tasks entrusted to them. And one of the requirements of efficient and responsible business activities of any organization, including public ones, is certainly to build a long-term relationship of mutual understanding and support with all of its publics. Such relationship can be properly achieved by strategic planning and managing of public relations. The paper provides an overview of theoretical and methodological knowledge in this area and the specifics of government public relations as well as presentation of the practical application of all presented knowledge by drafting an Annual Public Relations Strategy of the National School for Public Administration in terms of transformation of contact professional development educational programs into online ones
