〈Original Papers〉Simplification of mangrove wetlands

Abstract

publisher専攻: 地域研究(Abstract) This paper examines how simplification occurred on a conservation project of mangrove wetlands in Ca Mau province, Vietnam. Since 1990s, mangrove wetlands have become the subject of conservation in Vietnam. This paper discusses the national forest conservation program 327-CT implemented in 1993 and the World Bank project implemented to reestablish the coastal mangrove wetlands ecosystem and sustainably protect their aquatic nurturing and coastal protection function in 1999 in Ca Mau province. These projects applied mixed shrimp aquaculture-mangrove farming system as the best model of wetlands use. The system was introduced in 1984 as a way to manage reforms of the national forestry sector rather than for wetlands conservation. But the academic community in the 1990's evaluated it as an ecologically sustainable model. This scientific discourse had a powerful impact on the World Bank project. World Bank intended to simplify the wetland use by dividing it into a full protection zone and a buffer zone. The mixed shrimp aquaculture-mangrove farming sustem was applied to the whole buffer zone as the principal model of the project. The farming system was functioning a focal point that all stakeholders the government, World Bank, the academic community, provincial authorities, local organizations couldagree on regarding the conservation project
