Zrównoważone mieszkalnictwo – postępy krajów Unii Europejskiej w pokonywaniu deprywacji mieszkaniowej

Abstract

Warunki mieszkaniowe stanowią istotny element kształtowania zrównoważonego mieszkalnictwa. Kraje Unii Europejskiej cechują się pod tym względem wysokimi nierównościami. Celem artykułu jest ocena ich postępów w przezwyciężaniu tego problemu. Analiza oparta jest na danych Eurostatu. Przeprowadzono ją z wykorzystaniem metody TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution). Wyniki pokazują, że analizowane kraje różnią się poziomem deprywacji mieszkaniowej, choć dystans ten spada w czasie. W szczególności zauważalny jest spadek dystansu „nowych” (rozszerzenie wspólnoty w 2004 roku oraz późniejsze) krajów członkowskich wobec krajów założycielskich. Wyrównywanie warunków mieszkaniowych jest szczególnie widoczne w krajach bałtyckich (zwłaszcza w Estonii) i w Republice Czeskiej.Housing conditions are an important element in sustainable housing. European Union countries are characterised by high inequalities in this respect. The aim of the article is to access progress in overcoming this problem in the last decade. The analysis is based on Eurostat data. It was carried out using the TOPSIS method (Technique for Order of Preference by Similarity to Ideal Solution). The results show that the countries analysed diff er in the level of housing deprivation, although the distance is decreasing over time. In particular, there is a noticeable decrease in the distance of the ‘new’ (2004 enlargement and later) member states to the founding countries.
