EDUCAÇÃO ENQUANTO INSTRUMENTO DE LIBERDADE SUBSTANCIAL: UMA ANÁLISE SOCIAL DO ENSINO SUPERIOR EM SANTA CATARINA

Abstract

Education is a social right related to dignity, freedom and citizenship, being a constitutional commitment that must be carried out through effective public policies. In this sense, the general objective of the research is to address the importance of education for the full exercise of citizenship. The research problem is to investigate to what extent the fundamental right to education is affected by the current inability to effectively provide it to the community, in view of the processes and contexts in which higher education has passed in Brazil and Santa Catarina. As for the methodology, the inductive method and the research technique of bibliographic review were used. It is concluded that the difficulties of public policies in building quality education for all directly affect the principles of equality among citizens, reflecting on the non-compliance with the fundamentals by which the Federative Republic of Brazil is sustained as a Constitutional and Democratic State.A educação é um direito social relacionado à dignidade, liberdade e cidadania, sendo um compromisso constitucional que deve ser realizado por meio de políticas públicas efetivas. Nesse sentido, o objetivo geral da pesquisa é abordar a importância da educação para o pleno exercício da cidadania. O problema da pesquisa é investigar em que medida o direito fundamental à educação é afetado pela atual incapacidade de sua prestação efetiva à coletividade, tendo em vista os processos e contextos em que passaram o ensino superior no Brasil e em Santa Catarina. Quanto a metodologia, se fez uso do método indutivo e da técnica de pesquisa de revisão bibliográfica. Conclui-se que as dificuldades das políticas públicas em construir um ensino de qualidade a todos afeta diretamente os princípios de igualdade entre os cidadãos, refletindo no descumprimento dos fundamentais pelos quais a República Federativa do Brasil é sustentada enquanto um Estado Constitucional e Democrático
