El rol del comité internacional de la Cruz Roja como vigía del cumplimiento del derecho internacional humanitario

Abstract

Introduction: Humanitarian rights arise from the Second World War, where the International Committee of the Red Cross promotes its key role in the mediation and approval of international regulations in favor of safeguarding and monitoring those human rights are not violated under any scenario of internal violence in the different states participating in the conventions or treaties. Objective: Under this approach, the article seeks to delimit and analyze the role of the International Committee of the Red Cross as a guardian of international humanitarian rights, with the objective of analyzing compliance with this provision granted to this entity. Methodology: The methodology applied for the research is purely of bibliographic and historical normative review, under a quantitative exploratory approach. Result: The implementation by the ICRC of violations of international humanitarian law, that is, ensuring that violations are duly prosecuted and do not go unpunished. Conclusion: The research concludes that the historical and future role of this institution as an impartial entity is to seek the respect and dissemination of human rights in the general population without any kind of discrimination, the results are intended to present the importance of international rights and the main surveillance entity at the time of monitoring their compliance as is the International Committee of the Red Cross.Introducción: Los derechos humanitarios surgen a partir de la segunda guerra mundial, donde el Comité Internacional de la Cruz Roja fomenta su papel principal en la mediación y aprobación de normativas internacionales en pro de salvaguardar y vigilar que no se vulneren los derechos humanos bajo ningún escenario de violencia interna en los diferentes estados participantes de los convenios o tratados. Objetivo: Bajo este enfoque el artículo busca delimitar y analizar el rol del Comité Internacional de la Cruz Roja como ente de guardia de los derechos internacionales humanitarios, con el objetivo del análisis de cumplimiento de esta disposición otorgada a esta entidad. Metodología: La metodología aplicada para la investigación es netamente de revisión bibliográfica y normativa histórica, bajo un enfoque exploratorio cuantitativo. Resultado: La implementación por parte del CICR de las violaciones del derecho internacional humanitario, es decir, asegurar que las violaciones sean debidamente procesadas y no impunes. Conclusión: La investigación concluye que el rol histórico y futuro de esta institución como ente imparcial es el buscar el respeto y divulgación de los derechos humanos en la población en general sin ningún tipo de discriminación, se pretenden que los resultados sean el de presentar la importancia de los derechos internacionales y el principal ente de vigilancia al momento de monitorizar su cumplimiento como lo es comité internacional de la Cruz Roja
